    SOURCES SOUGHT:  THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING PURPOSES ONLY!  This notice does not constitute a commitment by the Government.  All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

    The United States Air Force Academy (USAFA) anticipates a requirement that is being considered under a small business set-aside program.  The North American Industry Classification Systems (NAICS) Code proposed is 315250.  The small business size standard for this NAICS is 750 employees.  The Government intends to solicit for a firm-fixed priced Requirements Indefinite Delivery Contract with a base period of up to one year and four option years.

    The requirement is to provide:   The United States Air Force Academy (USAFA) LGRC with approximately 15,600 USAFA T-Shirts (1,200 packs of 13 T-Shirts per pack, 1 pack per Cadet name) annually in accordance with the attached specifications.  The USAFA T-Shirts are a mandatory issued item to the incoming cadets and the specifications cannot be altered. The Berry Amendment will apply to this acquisition. The Government will not provide Government Furnished Material (GFM); the contractor will be responsible for procuring all material to manufacture the USAFA T-Shirts.    

    Salient Characteristics:  Please see attachment PD 174-240814-T-shirt USAFA for specifications of the USAFA t-shirts. The T-Shirts will need to be manufactured within 120 days after receipt of order (ARO) and the screen printing on the T-Shirts must be completed and delivered to USAFA within 21 days after receipt of names. The names will be sent on a spreadsheet in batches/waves with between 100-350 names per batch with up to 8 batches. Each batch shall be shipped to USAFA when each batch has been completed so there will be up to 8 shipments. The first batch of names will be sent in late March with the last batch sent the first week of June of each year.

    Include in your capabilities package your DUNS, Cage Code, and System for Award Management expiration date.

    We are interested in any size business that is capable of meeting this requirement.

    Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement.  The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers.

    All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial sales-and product specifications related to this effort.  Also indicate if you are the manufacturer or provide the name and size of the manufacturer of the product(s) you will be supplying. 

    NOTE:  RESPONSES TO THIS SOURCES SOUGHT SHALL STATE IF THEY ARE A SUPPLIER OR MANUFACTURER AND STATE IF YOU ARE CAPABLE OF MANUFACTURING THE T-SHIRTS AND COMPLETING THE SCREEN PRINTING AT THE SAME FACILITY.
