The Orange County Sheriff-Coroner Department, (hereinafter referred to as “OCSD” or “COUNTY”) invites Contractors to submit pre-qualification documents for Job Order Contracting (JOC) for General Building Services. All Contractors for the 2026-2027 OCSD JOC projects must be prequalified according to this pre-qualification solicitation prior to submitting a bid. OCSD may use the list of pre-qualified Contractors for a period of one (1) year from the date of the establishment of the Qualified Bidders List.

Q ( Job Order Contracting for General Building Services:): Will the scope of work under the forthcoming JOC Agreement include exterior building maintenance tasks such as power washing and/or roof washing? If so, will these services be listed as standalone line items in the unit price book or task catalog, or will they be included as part of a broader surface preparation or preventive maintenance scope?
A: Exterior building maintenance tasks such as power washing and/or roof washing may very well be included as part of the scope of work for a specific project task order. While these services are listed as standalone line items in the Construction Task Catalog, they are in some instances included as part of an assembly line item which would address a broader surface preparation or preventive maintenance scope. Please note that, when available, assemblies take precedence over stand-alone tasks and that it is incumbent upon the contractor to utilize the most efficient and affordable line item when preparing a task order proposal.
Q (No subject): Is this only for class B licenses? OR if we are class C do we still need to fill out prequal if scope of work consists of fencing?
A: Yes, a current and active California Class B – General Building Contractor’s license is required of the Contractor at the time of bid. Q (Section IV, Part 1 - question 5): My company is newly established and has not yet generated revenue; therefore, we do not have traditional financial statements, such as a balance sheet, income statement, or cash flow statement available at this time. Could you please advise if it would be acceptable to submit a written statement, explaining our current financial position in place of these documents?
A: As stated in Section IV, Part 1 – Question 5, reviewed or audited financial statements for the two most recent fiscal years are required. Written statements or unaudited financial information are not acceptable substitutes. If your firm is unable to provide the required documentation, please select “No.” Supplemental materials, such as a letter of credit, may be included but will not replace this requirement. A: Yes. Firms that do not have an Experience Modification Rate (EMR) due to not meeting the minimum payroll threshold are still eligible to submit a proposal. Respondents without an EMR should indicate the reasoning and attach a letter of explanation. Firm should confirm compliance with all required workers’ compensation insurance provisions as specified in Part I. The absence of an EMR will not prevent a firm from consideration, though it may be taken into account as part of the overall evaluation.
