    NOTICE TO BIDDERS RFP 26-016 “NOCS Beer Beverage Concession Operator” The City of Elgin is currently accepting proposals to provide beer concession services for the city’s premier annual festival, Nightmare on Chicago Street (NOCS) scheduled to take place on Friday, October 16, 2026, and Saturday, October 17, 2026. This request for Proposal (RFP) represents a publicly advertised and competitively awarded solicitation by the City of Elgin. The City of Elgin reserves the right to reject any or all RFPs, or any part thereof, or to accept any RFP or any part thereof, or to waive informalities in any RFP, if deemed to be in the best interest of the city. All proposals must be entered into the City of Elgin’s web portal at https://cityofelgin.ionwave.net/VendorRegistration/PreliminaryInfo.aspx. Proposals are due on May 4, 2026 at 3:00 pm.
