    General work description: The intent of this solicitation is to relocate fourteen (14) portable classrooms from Oakdale Elementary School that are no longer required due to the opening of Linganore Creek Elementary School. The portables will be moved to Tuscarora Elementary School, Orchard Grove Elementary School, and Walkersville High School to replace aging units, not to increase overall classroom capacity. All relocated portables will include enclosed transition areas connecting them to the main school buildings to enhance convenience and student safety.

It will then proceed to Orchard Grove Elementary School, 5898 Hannover Drive, Frederick, MD 21703, then onto Tuscarora Elementary School, 6321 Lambert drive, Frederick, MD 21703, and end at Walkersville High School, 81 West Frederick St., Walkersville, MD 21793. Please enter through the main entrance at each location and check in with the front office staff upon arrival. All attendees must present a state-issued form of identification at check-in.

    Q (BAS): Hello can you please identify if the current portables are tied into the systems existing BAS and if they intend to tie them into the relocated BAS? If so, can you identify type of control system?

    A: Currently the portables are stand alone. The project will not include connecting the relocated portables into the BAS.


    Q (No subject): 1) Please confirm whether Attachment D is required as part of the proposal submission. We understand the MBE section is not applicable. If Yes, please provide attachment D form 2) Kindly clarify whether bidders must include a copy of their Maryland Business License in the proposal package. 3) Will the Owner provide any existing documentation—such as as-built drawings, utility surveys, hazardous materials reports, or geotechnical studies—to support preconstruction planning and pricing? 4) If such materials are available, please confirm the format and anticipated release date. 5) Please provide an estimate of the NTP date and Substantial completion date for bonding purposes.

    A: 1. Attachment D is not required. 2. No. 3. All drawings are included in bid package. Utilities were identified as best as possible in bid package. Any additional locations of utilities if needed to be provided by awarded contractor. No hazardous material reports available nor is any known hazardous materials expected to be encountered. 4. Not applicable due to above answers. 5. Estimated NTP will be after board award date of April 22. Start of actual construction will be dependent on building permits which are into county now. FCPS is hoping work can begin first day of summer break which is currently 6/16/26. Anticipated completion is 8/15/2026 for Tuscarora Elementary and negotiable for remaining two. We can discuss these dates with awarded contractor prior to finalizing contract.
