712726 - 7127-26-EUA, Notice of Intent to Award a Sole Source to Ironclad for Contract Lifecycle Management Software (CLM)

Lubbock Power & Light (LP&L) intends to purchase Ironclad Contract Lifecycle Management Software. After reviewing various software vendors and solutions, Ironclad’s software is the only known contract lifecycle management (CLM) platform that will fully meet the specialized operational, technical, and security requirements of LP&L. Ironclad provides a unified contracting environment with automated workflows, native clause management, structured data extraction, and seamless integration capabilities that are not available from any other vendor. LP&L requires a platform capable of integrating with existing enterprise systems, including Vena and other record‑keeping tools, without the need for custom middleware or multi‑vendor configuration. Ironclad uniquely provides these integration capabilities out‑of‑the‑box. Extensive market research conducted by LP&L has not identified any alternative vendor that offers the same combination of workflow automation, security compliance, auditability features, and utility specific configuration functions. Because Ironclad is the only platform capable of meeting these operational and compliance driven requirements within a municipality, LP&L intends to purchase the above-mentioned goods or services on a Sole Source basis.
