    The DeKalb County Voter Registration and Elections Department utilizes Liberty Vote USA fka Dominion Voting Systems, Inc. qualified ballot printers for Absentee Ballot Printing and Mailing Services. These services are to print absentee ballots and mail them directly to voters for the 2026 Gubernatorial election cycle.

    Background

    The successful contractor must be prepared to work closely with the staff of the DeKalb County Voter Registration & Elections Department.

     

    II. GENERAL REQUIREMENTS

     

    The successful contractor must:

     

    • Be a State of Georgia qualified ballot printer via Liberty Vote USA.
    • Produce oath envelopes substantially in the form produced by the Georgia Secretary of State and meeting the requirements of Georgia law (O.C.G.A. § 21-2-384(b)).
    • Receive lists of voters and the information necessary to mail them an absentee ballot.
    • Print absentee ballots for each voter on the list.
    • Print a 1D barcode containing the voter’s registration number on the oath envelope.
    • Assemble absentee packets for each voter including ballot, instructions, privacy envelope, and oath envelope.
    • Support two-card ballots, i.e., elections in which some voters may receive their ballot on more than one piece of paper.
    • Mail packets to voters consistent with the timing requirements of Georgia law.
    • Provide the department with tracking information on each ballot’s delivery to the voter.

     

    The successful contractor should:

     

    • Be willing to continue daily mailing throughout the absentee period upon the department’s request.
    • Receive mailing lists as CSV files in the Absentee Voter Report format produced by the Georgia Registered Voter Information System (GARViS).
    • Provide the department with tracking information on each ballot’s return from the voter to the department.

     

    It is the intent of the department to award this solicitation to one (1) county-approved printing company. However, award will be made in the best interests of DeKalb County.

     

    III. 2026 ELECTION SCHEDULE AND ESTIMATED VOLUME

     

    Potential election dates and mailing quantities are given below. Quantities may change when specifics of the elections become available. In addition, some elections may not be required, and other unscheduled elections may be added as required by law. If the renewal option is exercised, updated schedules will be provided.
