INSTRUCTIONS TO BIDDERS The City of Joplin, Missouri proposes to PURCHASE the following: Airport Identity and Training Management Systems General Description and Specifications The City is soliciting proposals from qualified firms for a comprehensive and automated Identity Management System (IdMS) and/or an integrated Training Management System. Bidders may submit proposals for: 1. Module A (IdMS) only; 2. Module B (Training) only; or 3. A combined solution for both Module A and B. A vendor’s inability to provide one module does not disqualify them from consideration for the other module. Module A: Identity Management System (IdMS) The system must: • Maintain compliance with Transportation Security Administrations (TSA) regulations and Security Directives (SDs). • Reduce data entry across multiple standalone systems. • Achieve a paperless records management process. • Function with related airport badging equipment, processes, and systems, including but not limited to fingerprint scanner, badge printer, access control software, and Security Threat Assessment systems. • Automatically integrate and transfer required data for security threat assessments and Criminal History Records Checks (CHRC). • Automate TSA mandated badge audits. • Automate notifications to badge holders and signatories for badge expirations, renewal applications, and any required training. Module B: Training Management System The City is seeking a training solution that integrates with the IdMS to: • Provide interactive learning courseware. • Include a course builder that allows creation of slide presentations and tests. • Support and manage initial and recurrent training including but not limited to: Authorized Signatory Training Security Identification Display Area (SIDA) training Aircraft Rescue and Firefighting (ARFF) recurrent training in accordance with 14 CFR Part 139 FAA requirements Movement Area Driver Training General Aviation (GA) security awareness training General Aviation (GA) driver training Provide webinar training for administrative and management staff on system functionality. • Automatically update and synchronize training status with the IdMS, in accordance with the integration and data exchange requirements identified in Module A. • Maintain training records management, including: Completion dates and expiration tracking Pass/fail results and testing history • Automate notifications and alerts to badge holders, authorized signers, and administrators as required for initial, recurrent, and expiring training requirements.
