    Sealed bids for ALFORD AVENUE IMPROVEMENTS AND SHADYBROOK LANE REALIGNMENT for the City of Hoover, Alabama will be received until 3:00 pm CDT on August 6, 2015, at City Hall in Hoover located at 100 Municipal Lane, Hoover, AL 35216, and at said time bids will be publicly opened and read aloud. The project consists generally of: Approximately 500 LF of Roadway Widening along Alford Avenue and the intersection realignment of Shadybrook Lane. Various drainage improvements along Alford Avenue and Shadybrook Lane. The CONTRACT DOCUMENTS AND PLANS may be examined at the City of Hoover and at the office of Goodwyn, Mills and Cawood, Inc. in Birmingham, AL. Copies of the CONTRACT DOCUMENTS may be obtained at the office of Goodwyn, Mills and Cawood, Inc. located at 2701 First Avenue South, Suite 100, Birmingham, AL 35233 upon non-refundable deposit of $100.00 for each set which includes printing, reproduction, shipping and handling by U.S. Mail, etc. No partial sets, individual pages or drawing sheets will be provided. The Owner reserves the right to waive any informalities, or to reject any or all bids, and to award the contract to the best and most responsible bidder. All bidders must comply with Code of Alabama, Title 39 – Public Works Bid Law and requirements of the Contractor's Licensing Law of the State of Alabama and be certified for the type of work on which the proposal is submitted. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instruction to Bidders. As allowed pursuant to Alabama Legislative Act 2013-205 (the “Act”), Owner provides notice to the Contractor (including its subcontractors and sub-subcontractors) that Owner intends for the Contractor to purchase all tangible personal property eligible for exemption under the Act and necessary for the performance of the Contract under the tax exemption provisions set forth in the Act. The Base Bid (and all Alternate Bids, if applicable) submitted on the Bid Proposal form WILL EXCLUDE the cost of all state, county, and municipal sales and use taxes. These taxes will be itemized in another section of the Bid Proposal. The Contractor, subcontractors, sub­ subcontractors, and all material suppliers are hereby made aware of the intent of the Owner to reduce the construction cost of the project by the purchase of eligible tangible personal property exempt from taxation under the Act. The Contractor shall not arbitrarily withhold his consent to the arrangement. Any and all administrative costs incurred by the Contractor in complying with the provisions of the Act shall be included in the Contractor’s Base Bid Proposal.
