The projects limits extend from: Minard Road, Village of Rossburg/Town of Hume NY (Northern Terminus) to State Route 19, Town of Caneadea NY (Southern Terminus). The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: Four (4) new pedestrian bridges with trail restoration and site amenities in the vicinity. This is a Federal Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on July 2025 as posted on the New York State Department of Transportation’s website must be followed by the successful bidder. Based upon the Interim Final Rule issued by the US Department of Transportation September 30, 2025, DBE Goals do not apply to this project. There are no MBE/WBE/SDVOB goals for this project. (DBE Goals are 0%) The EEO Employment goals for this project are: 6.3% Minority Employment Goal 6.9% Women Employment Goal The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. Access authorization to EBO can be found at https://ebo.dot.ny.gov/. No residential or geographical restrictions will be in effect for this project. Applicable Federal requirements take precedence over State and local requirements unless state and local requirements are deemed to be more stringent. GENDER-BASED VIOLENCE AND THE WORKPLACE CERTIFICATION effective November 5, 2025 Pursuant to New York State Finance Law §139-M, all bidders on competitive state procurements are required to certify that they maintain a written policy addressing gender-based violence in the workplace. (Please review the form for details regarding minimum requirements.) Each bid submission must include a signed and completed copy of the certification form. If an organization is unable to make the certification, a signed statement explaining the reason must be submitted with the bid. CONTRACTOR REGISTRY REQUIREMENT effective December 2024 Newly established subsection 220-i to NYS Labor Law Article 8 requires contractors and subcontractors to register with the Bureau of Public Work and Prevailing Wage Enforcement for public work. Contractors must complete registration prior to bidding on public work projects covered under Article 8 of Labor Law. The effective date of the registration requirement was December 30, 2024. Bidders must prove they are registered at the time of bid opening by submitting a digital copy of their company’s registration certificate with their bid. Failure to provide the registration certificate at bid opening will result in automatic disqualification. Bids received from Contractors other than those on the official Plan Holders List will not be accepted. Addenda will be emailed from NYSOPRHP to Bidders listed on the official Plan Holders List. An emailed response from the Bidder to the Addendum e-mail originated by NYSOPRHP will act as proof that the Bidder received the Addendum. Successful bidders will be required to pay prevailing wage rates on this contract. NYSOPRHP reserves the right to consider the bids for forty-five (45) days after receipt before awarding any Contract, and to waive any minor informalities in, and to reject, any and all bids. All bids are subject to final review and approval by the Attorney General before any award of contract may be made. Receipt of bids by the NYSOPRHP shall not be construed as authority to bind the NYSOPRHP. The work will be substantially completed 452 calendar days from Notice to Proceed.
