    Description

    The County of Riverside Purchasing and Fleet Department, on behalf of the Department of Public Social Services (DPSS), is seeking proposals from qualified vendors to provide Artificial Intelligence (AI) solutions for transcription and transcribing services. For purposes of this RFP, the terms “services,” “systems,” and “software” are used interchangeably and refer to the same AI technology solution. These solutions are required for all client engagements, including hotline calls, phone interactions, in-office and in field meetings. Any reference to “phone calls” or “phone interactions” includes all DPSS phone-based communications, such as hotline calls, call center calls, general inbound calls, and any other client phone engagements, regardless of division. The AI must be capable of greeting callers, gathering relevant information, transcribing and documenting conversations word-for-word in real time, summarizing calls, and securely recording and storing them for future playback. In-person client interactions must also be transcribed and documented word-for-word, summarized, and stored. Both interaction types must support automated form completion with intelligent data processing. A critical scope of work requirement for this RFP is a mobile functionality that allows staff to securely record, transcribe, and store interactions on mobile devices, including in offline environments where internet connectivity is not available . This mobile functionality is intended for use by DPSS staff during both in-office and field-based interactions, including home visits, and is not intended as a kiosk or automated office system. The solution must operate reliably using both Wi-Fi and cellular, supporting staff in both in-office and field use. Data captured without internet connectivity must be automatically uploaded into the appropriate network drive once a connection is restored, ensuring seamless integration and data continuity. The proposed AI solution shall include secure, scalable cloud-based storage that fully supports the audio, video, and transcript files generated through AI transcribing and transcription activities. Storage must scale automatically as usage increases to ensure uninterrupted service delivery and accommodate fluctuating case and workload volumes. The system must offer advanced features such as the ability to generate concise summaries and actionable recommendations based on recorded interactions. Staff must be able to review, edit, and download completed forms, ensuring accuracy and ease of documentation. The system should be designed to integrate seamlessly with existing DPSS databases, while also being scalable to support future integration with state-level systems. To support operational oversight and continuous improvement, the platform must include interactive dashboards, customizable reporting tools, and comprehensive training resources for DPSS staff who will be using the AI transcription and summarization system. Additionally, the vendor must provide ongoing support for transcribing and transcription, summarization, and system updates to ensure long-term success and adaptability DPSS has included mock calls and forms templates (access to the files provided upon receipt of Letter of Intent to Bid) to this solicitation to illustrate the nature of client interactions and to demonstrate how those interactions are narrated and documented.
