    Description

    Project: Preliminary and Final Design to provide safety improvements on Bluff Drive to decrease roadway departures causing crashes. NOTICE HEREBY GIVEN that the Town/Village of East Rochester is seeking to retain an engineering firm to provide preliminary and final design and construction observation services for NYS Roadway Departure Safety Action Plan funding (RwDSAP) project located in the Town/Village of Eater Rochester, Monroe County, Pin: 4761.55 and contract number . The project involves the analysis of Bluff Drive between Lindon Avenue and Despatch Drive as it relates to the significant number of automobile crashes. Preliminary Design will include, but not be limited to, preparation of the Design Approval documents which include mapping, evaluation of costs, preparation of preliminary design, and presentation at a public information meeting. Final Design will include, but not be limited to, the design of safety countermeasure improvements, maintenance and protection of traffic during construction, the preparation and submission of the final Plans, Specifications and Estimate for the project. Construction Support will include, but not be limited to, providing technical support during construction, addressing questions relating to the design, providing assistance in construction bid proceedings, analysis of bids, and review of shop drawings, if necessary. Construction Observation will include, but not be limited to, providing on-site construction observation and oversight to ensure the quality of construction and conformity with the final plans and specifications. A record drawing will also be required. The anticipated start date of Preliminary Design is June 2026, with the letting expected to be held in September 2026 and construction completed by June 2027. The anticipated construction cost is approximately $195,000. The Town/Village of East Rochester will select the most highly qualified firm according to the following criteria, listed in order of decreasing importance: Understanding of Work to be Done 25% Logistics and Familiarity with Project Area 25% Experience with Similar kinds of projects 20% Quality of the Staff for the Work to be done 15% Familiarity with Federal and State Requirements 15% 100% EXPRESSION OF INTEREST (EOI) Interested firms must submit three (3) copies of the Expression of Interest (EOI) to the address below no later than March 20, 2026, by 4:00 PM. The EOI shall consist of the GSA Standard Form SF330. In no case, must the number of additional pages exceed 10. All pages to be one sided. If more than 10 pages are included, those beyond the 10th page will be removed. Under Section H of the SF330 Form, the firm may include a brief description of the proposed project approach and schedule may be included in this section. Statements that address selection criteria to be used to evaluate the submission, but are not covered by the information requested in other sections of the SF330 should also be included in the section.
