    CAPITAL REGION WATER will receive bids via the online PennBid Bonfire Program for the Sewer & Water Maintenance Contract (Excavation No. 1), until February 4, 2026, at 1:00 PM (EST) at which time bids will be opened. Any Bid received after said date and time will not be opened. All bid documents are available online at https://pennbid.bonfirehub.com/portal. The Contract includes maintenance work for Capital Region Water-owned utilities, including but not limited to Capital Region Water’s existing sanitary, combined and storm sewer collection and conveyance systems and water distribution system to include repairs of existing facilities, upon issuance of a Work Order by Capital Region Water. The Work of this Contract is intended to include “dig-up” and “open cut” or “excavation” type maintenance work. The Work includes all materials, equipment, labor, necessary apparatuses, and other miscellaneous labor and materials as contemplated by the Contract Documents.The Contract will be for a three (3) year period as described in the Contract Documents.All documents and solicitation details are available at no cost at the PennBid Bonfire Hub website. Following the submission of MWDBE documentation in compliance with contract documents, it is the intent of Capital Region Water to ensure nondiscrimination in the award and administration of contracts, to create a level playing field on which minority, women, veteran, service-disabled-veteran, and LGBT-owned business enterprises can compete fairly for Capital Region Water contracts and subcontracts, to help remove barriers to the participation of minority, women, veteran, service-disabled veteran, and LGBT-owned business enterprises and to assist the development of firms that can compete successfully in the marketplace outside of this program. CRW will establish minimum participation levels (MPLs) for the MBEs, WBEs and other DBEs on a project-by-project basis.Notice is given that the project for which construction bids are being solicited hereby is a project constituting public works. The Contract Documents specify PA Prevailing Wage rate requirements for the Project and are attached to the Bidding Documents. The wage rates will also be posted in a conspicuous location, visible to all of the contractors’ employees. All Bidders must submit a bid security in the amount of 10% of the total bid price. A Performance and Payment Bond, each in the amount of one hundred percent (100%) of the estimated contract price, shall be required from the Successful Bidder. A non-collusion affidavit is required for this Bid.While Bidders may make comments to clarify their bid, Bidders cannot change, modify, delete or make additions to the wording to any of the Bidding Documents including, but not limited to, the Agreement. Unauthorized conditions, exceptions, limitations, or provisions attached to a bid may be cause for rejection of the bid. Alterations by erasure or interlineation must be explained or noted in the bid over the signature of the Bidder. All questions and/or inquiries regarding the bidding documents shall be submitted via PennBid Bonfire.Capital Region Water reserves the right to reject any or all bids; to waive any defects, errors, omissions, irregularities or informalities in a Bid or the Bid procedure; and to accept any Bid which it may deem to be for or in the best interest of Capital Region Water.A non-mandatory pre-bid meeting will be held on, January 20, 2026, at 1:00 PM (EST). The pre-bid meeting will be conducted via audio-video conference.
