NOTICE TO BIDDERS P.I.N. 1085.49 CARMAN ROAD & EAST OLD STATE ROAD PEDESTRIAN IMPROVEMENTS TOWN OF GUILDERLAND ALBANY COUNTY, NEW YORK (LOCALLY ADMINISTERED FEDERAL AID PROJECT) Notice is hereby given that the Town of Guilderland will accept sealed bids for: Carman Road & East Old State Road Pedestrian Improvements Town Of Guilderland, Albany County, New York PIN 1085.49 Sealed bids will be received by the Town of Guilderland Town Clerk at: 5209 Western Turnpike, 2nd Floor, Guilderland, NY 12084 until 10:00 a.m. Thursday, July 2, 2026, at which time they will be publicly opened and read. Bids shall be addressed to Ms. Lynne M. Buchanan, Town Clerk, Town of Guilderland, 5209 Western Turnpike, Altamont, NY 12009. Bids received after the above-noted time will not be accepted. All sealed envelopes should be clearly labeled “BID: PIN 1085.49 - CARMAN ROAD & EAST OLD STATE ROAD PEDESTRIAN IMPROVEMENTS” with the Bidders name and address, and the date and time of the bid opening. The Owner is the Town of Guilderland, and the work site is located in the Town of Guilderland. The project limits begin on Carman Road (NY Route 146) at the intersection with Okara Drive and extends 3200 feet north towards the intersection with East Old State Road, then continues on East Old State Road just past the intersection with Carman Road and extends 3400 feet east to the intersection with Hillview Road. The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: ADA compliant curb ramp installations, sidewalk installations and replacements, curb installations and replacements, pedestrian signal equipment, drainage improvements, hydrant relocations, signing and pavement markings, and landscaping. Complete sets of the drawings, specifications, and bid forms may be examined in person (but not obtained) starting on Thursday, June 11, 2026, at the Town of Guilderland, Town Clerk, 5209 Western Turnpike, 2nd Floor, Guilderland, NY 12084. Digital copies of all Contract Documents, including Invitation to Bidders, Instructions to Bidders, Wage Rates, Bid Documents, Agreement, Special Notes, Specifications, Contract Drawings, Bid Forms, and any Addenda may only be examined on the Town of Guilderland Bid System (https://bidnetdirect.com). Contractors that view or obtain Contract Documents from a source other than bidnetdirect.com must register with bidnetdirect.com to be placed on the official Plan Holder List, to receive Addenda, and to receive any other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders List will not be accepted. This is a Federal Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on January 1st, 2026, as posted on the New York State Department of Transportation’s website, must be followed by the successful bidder. This project is a federal aid Group Type 7 – Material Installations. The DBE goal for this project is: 0.0%. There are no M/WBE/SDVOB goals for this project. The EEO Employment goals for this project are: 3.2% Minority Employment Goal 6.9% Women Employment Goal The use of the NYSDOT-approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. Access authorization to EBO can be found at https://ebo.dot.ny.gov. No residential or geographical restrictions will be in effect for this project. Applicable Federal requirements take precedence over State and local requirements unless state and local requirements are deemed to be more stringent. Addenda will be distributed by the Town of Guilderland through bidnetdirect.com to Bidders listed on the official Plan Holders List. Bidders must acknowledge receipt of all Addenda by signing and dating each Addendum in Section 3a of the Bid Form. Failure of any Bidder to receive any such Addendum or interpretation shall not relieve such Bidder from any obligation under this Bid submittal. All Addenda so issued shall become part of the Contract Documents. Bidders shall promptly notify CHA Consulting, Inc. of any errors, omissions, conflicts, or ambiguity within the Contract Documents within 14 days of bid opening. All bids must include the completed Bid Form, Non-Collusive Bidding and Disbarment Certifications, and Lobbying Certifications. This is a unit price bid as described in the Instructions to Bidders. No bidder may withdraw his/her bid within forty-five (45) calendar days after the actual date of the opening thereof. Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the Base Bid in the form and subject to the conditions provided in the Instructions to Bidders. The Bidder to whom the Contract is awarded will be required to furnish Performance, Payment and Guarantee Bonds from an acceptable Surety Company for an amount not less than 100% of the accepted bid (Base Bid plus Add Alternate #1, if included). The successful Bidder and all subcontractors must have an approved CCA-2 on file with NYSDOT prior to being awarded the contract. If the successful Bidder does not currently have a CCA-2 on file with NYSDOT, the Bidder may find the CCA-2 forms and instruction for completion online at: https://https://www.osc.state.ny.us/state- vendors/vendrep/vendor-responsibility-forms Additionally, the Contractor cannot submit a bid or commence work on a public works project unless the company has registered as a Public Works Contractor with the NYS Department of Labor at: https://mpwr-public.labor.ny.gov/en/login. The successful Bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968, and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804). Successful bidders will be required to pay prevailing wage rates on this contract. The Town of Guilderland reserves the right to consider the bids for forty-five (45) days after receipt before awarding any Contract, and to waive any minor informalities in, and to reject, any and all bids. All bids are subject to final review and approval by the Town of Guilderland before any award of contract may be made. Receipt of bids by the Town of Guilderland shall not be construed as authority to bind the Town of Guilderland. A Pre-Bid Conference will not be held for this project. The work is a single-construction-season project, with work on East Old State Road substantially completed prior to the start of work on Carman Road. All work in the contract must be substantially completed on or before November 1st, 2026 and completed and ready for final payment on or before December 18th, 2026.
