    Description

    Introduction The Centre County Recycling & Refuse Authority (Authority or CCRRA) invites qualified vendors to submit proposals via Penn Bid for the supply and installation of a comprehensive security camera and video management system. The referenced system is intended as a basis of design, and approved equal systems will be considered by the Engineer. This initiative is intended to strengthen safety protocols, enhance surveillance capabilities, and modernize existing infrastructure across all Authority facilities.Project Objectives The Authority seeks to achieve the following goals through this engagement: • Enhance security monitoring coverage of critical operational areas. • Improve fire prevention and overall site safety. • Establish a multi-tier video management platform providing a minimum of thirty (30) days of accessible, high-quality recorded footage.Scope of Work 3.1 Main Building • Replace the existing 32-channel Network Video Recorder (NVR) with one (1) 64 channel NVR to accommodate all site cameras. • Replace the following exterior cameras: • One (1) PTZ camera • One (1) 360° camera • One (1) 180° camera • One (1) license plate recognition (LPR) camera • Utilize the existing point-to-point (PT-to-PT) link on the main building, which services three (3) light poles located near the public recycling bins. 1 • Install four (4) cameras along the front drive, consisting of: one (1) PTZ, one (1) LPR, one (1) 360°, and one (1) 180° camera — with two cameras mounted on a single pole, one positioned over the recycling area, and one facing the front of the main building. • Each light pole includes a NEMA-rated enclosure with an integrated network switch. 3.2 Transfer Station / Building C • Install one (1) new 8MP varifocal/zoomable camera overlooking the lower lot, replacing an existing camera that is over ten (10) years old. • Within the transfer building: • Replace three (3) existing thermal cameras. • Install one (1) new thermal camera near the loading bay. • Replace one (1) non-thermal, low-resolution camera with one (1) 8MP turret camera. • Install one (1) additional thermal camera on the opposite wall of the transfer station. • Install one (1) 24-port network switch. 3.3 Scale House • Remove the existing rooftop camera and replace it with one (1) four-lens 360° camera mounted at the building corner. • Replace the existing inbound LPR camera mounted on the post at the Scale House. • On the outbound scale post, remove one (1) of the two existing cameras and replace with one (1) license plate recognition (LPR) camera. • Install one (1) new varifocal/zoomable camera on the rear of the Scale House, providing coverage of the shop building on the hill. • Install one (1) 8-port network switch. (Note: The client has confirmed that new fiber infrastructure is already available at the Scale House.) • Run all new CAT6 cables as required. 3.4 Building E – Recycling Plant • Existing infrastructure consists of CAT6 cabling throughout. 2 3• Install one (1) 24-port network switch. Replace nine (9) existing thermal cameras. • Replace two (2) existing turret cameras currently positioned to overlook machinery. • Add thermal camera to loading bay #5. • Replace 1 – 8MP varifocal lens camera to overlook processing loading bays. • Supply Ubiquiti remote TV viewer.4. Technical Specifications All proposed equipment shall meet or exceed the following specifications: Basis of Design and Approved Equals: References to a specific manufacturer, product line, or configuration are intended to establish the minimum basis of design, performance, compatibility, and functional requirements only. Proposed equal systems shall be submitted with the bid/proposal, including manufacturer names, model numbers, product data sheets, a compliance matrix, NDAA compliance documentation, and a list of any deviations from the specified requirements. Acceptance of any proposed equal shall be as determined by the Engineer. All proposed video management system (VMS) components, cameras, network video recorders (NVRs), and associated networking equipment shall be NDAA Section 889 compliant. 5. Proposal Submission Requirements Vendors responding to this RFP shall provide the following documentation: Procurement Compliance: All proposals shall be prepared and submitted in accordance with applicable Pennsylvania municipal procurement requirements and the requirements of this RFP. Bidders are responsible for submitting complete information for any proposed equal with their bid/proposal; substitutions or proposed equals not submitted with the bid/proposal may be rejected as non-responsive, at the discretion of the Authority and Engineer. 1. Company Overview — Summary of organizational background and demonstrated experience with comparable projects. 2. Technical Proposal — Detailed product specifications and documentation confirming compliance with stated requirements. 3. Approved Equal Documentation - If proposing a system other than the basis-of design system, provide complete documentation with the bid/proposal demonstrating that the proposed system meets or exceeds the specified requirements. The Engineer shall determine whether proposed equals are acceptable. 4. Pricing Breakdown — Itemized costs inclusive of equipment, installation, end-user training, and ongoing maintenance fees. 5. Warranty & Support Terms — Description of warranty coverage and post installation support offerings. 6. Project Timeline — Estimated schedule from purchase order issuance through full system commissioning. 4 5Evaluation Criteria Proposals will be evaluated on the following basis: Criterion Consideration Technical Compliance Degree to which the proposal meets all specified technical requirements. Vendor Experience & Reputation Demonstrated history with security system projects of similar scope. Project Timeline Reasonableness and feasibility of the proposed implementation schedule. Preferred substantial completion no later than 10/31/2026.
