    Sealed Proposals will be received by the Churchill Borough, through Penn Bid until 10:00 A.M. prevailing time on July 8th, 2026, for the following project:2026 ROAD PROGRAM – CHURCHILL BOROUGHBase Bid Pavement Maintenance on various roads throughout the Borough including approximately: 1000 SY of 1.5” +/- Rotomilling, 11,500 S.Y. of 3.5” +/- Rotomilling; 2,350 S.Y. of Base Repair; 7,100 L.F. of Bituminous Wedge Curb; 1,600 Tons of 2” 19 mm Superpave Binder Course PG 64s-22 0.0-0.3 Million ESAL’s; Sawcut and Sealing of Joints; 11,500 S.Y. of 1.5” 9.5mm Fine Graded Superpave Wearing Surface, PG64s-22, 0.0-0.3 Million ESAL’s SRL” E”; Concrete Curb Replacement; Manhole and Inlet Frame Adjustments; Inlet Replacement; Traffic Control; Restoration; and Resident Notification.Add Alternate 1: Royal Oak Pavement Maintenance on various roads throughout the Borough including approximately: 1,400 S.Y. of 3.5” +/- Rotomilling; 300 S.Y. of Base Repair; 800 L.F. of Bituminous Wedge Curb; 2200 Tons of 2” 19 mm Superpave Binder Course PG 64s-22 0.0-0.3 Million ESAL’s; Sawcut and Sealing of Joints; 1,400 S.Y. of 1.5” 9.5mm Fine Graded Superpave Wearing Surface, PG64s-22, 0.0-0.3 Million ESAL’s SRL” E”; Concrete Curb Replacement; Manhole and Inlet Frame Adjustments; Inlet Replacement; Traffic Control; Restoration; and Resident Notification.Add Alternate 2: HollandPavement Maintenance on various roads throughout the Borough including approximately: 2,250 S.Y. of 3.5” +/- Rotomilling; 450 S.Y. of Base Repair; 1,800 L.F. of Bituminous Wedge Curb; 400 Tons of 2” 19 mm Superpave Binder Course PG 64s-22 0.0-0.3 Million ESAL’s; Sawcut and Sealing of Joints; 2,250 S.Y. of 1.5” 9.5mm Fine Graded Superpave Wearing Surface, PG64s-22, 0.0-0.3 Million ESAL’s SRL” E”; Concrete Curb Replacement; Manhole and Inlet Frame Adjustments; Inlet Replacement; Traffic Control; Restoration; and Resident Notification.Pennsylvania Prevailing Wage rates are required to be paid on this project.All Proposals must be submitted electronically via PennBid by 10:00 A.M. prevailing time, July 8th, 2026. At that time, Bids will be opened with results displayed publicly on PennBid.All information, full notice to bidders and other documents related to this solicitation are available at no cost on the PennBid site (www.PennBid.net).All bidders on this project must be pre-qualified by PennDOT for the classifications of work included in the Contract as prime general contractors. The valid PennDOT pre-qualification certificate must be included with the bid submission or else the bid will not be considered responsive. The major classifications include the following codes: E (Flexible Base Course), F (Bituminous Pavement). After the bids are opened, the Owner will verify the pre-qualification of the low bidder with the PennDOT Pre-qualification Office.Proposals must be submitted on the forms provided by through PennBid. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Churchill Borough in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract.The Proposals must be made to Churchill Borough, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw their Proposal during the sixty (60) day period without forfeiting his Bid guarantee.Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder.The Owner reserves the right to reject any or all Proposals, or any part thereof, for any reason, and reserves the right to waive any informality therein.
