    Description

    The City of Eagle Pass ("City") is soliciting Competitive Sealed Proposals (CSP) from qualified and experienced General Contractors ("Offerors") to provide all labor, materials, equipment, supervision, and services necessary for the construction of the Public Works Complex in accordance with the plans, specifications, and contract documents for RFP #2026-018 – City of Eagle Pass Construction Services for Public Works Complex. The project generally consists of the construction of the City's new Public Works Complex located at 1100 Eidson Road, Eagle Pass, Texas 78852, including all associated site work, utilities, civil improvements, architectural, structural, mechanical, electrical, plumbing, and other work required for a complete and operational facility, as more fully described in the Construction Documents. The City intends to award a contract to the Offeror whose proposal provides the best value to the City, as authorized by Chapter 2269 of the Texas Government Code and other applicable laws. In determining best value, the City will evaluate each proposal using the criteria and weighted values identified in this Request for Proposals, together with any other factors specifically authorized by law and identified herein. The City reserves the right to reject any or all proposals, waive informalities or minor irregularities, negotiate with the highest-ranked Offeror(s), and award a contract in the manner determined to be in the best interest of the City.
