The City seeks competitive proposals to design and install an industrial fan cooling system in Lancaster Central Market. All documents and solicitation details are available online at no cost on PennBid- http://pennbid.bonfirehub.com.The successful proposer shall be required to comply with all applicable laws protecting individuals from discrimination.The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other City services, and the bidder’s ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources as specifically set forth in the Instructions to Bidders. Criteria used for evaluating bids will also include experience and qualifications, project completion schedule, durability, serviceability & life cycle value, overall cost, and submission quality.The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
