    The City of Williamsport, Pennsylvania, hereby issues this Request for Proposals (RFP) for Consultant Services – Comprehensive Safety Action Plan Development to be provided in accordance with terms, conditions and specifications established herein.Responses received after the proposal due date and time will not be considered for award of a contract and will not be accepted. It is the sole responsibility of the Proposer to assure that his/her proposal is received by the City of Williamsport before the due date and time.The selected firm will be required to deliver a completed Comprehensive Road Safety Action Plan per USDOT guidance The proposal will be awarded to a design firm based upon a combination of qualifications and experience proposed for the project, cost is not a factor. Selection will not be based on fees or a low bid but instead on Qualifications-Based Selection (QBS) procedure.The City of Williamsport thanks all Respondents in advance for proposals and looks forward to selecting the most qualified firm to partner on this important planning initiative. Proposal documents can be obtained at no cost on PennBid at https://pennbid.bonfirehub.com/. Proposals shall be submitted electronically via PennBid by 3:00pm, prevailing local time, March 20, 2026. Please submit all proposals to and direct any questions regarding this RFP via PennBid.
