Address: 231 North George Street York, PA 17401 1.03 DATES: A. Release Date: 06-29-2026 B. PreBid Meeting: At the Project Site, 07-08-2026, 1:00pm (This will be the only time access to the site will be provided) C. Bid Due Date/Time: 08-11-2026, 1:00pm (bids will be digitally opened and read through the PennBid/Bonfire Platform) D. Additional Dates/Deadlines can be found within the Instructions to Bidders. 1.04 TO: POTENTIAL BIDDERS A. Your firm is invited to submit an offer digitally to Owner for restoration/construction of a facility located at: 301 East Philadelphia Street York, PA 17403 B. Project: Sylvia Newcombe Center C. Architect's Project Number: 25-0381. 1. Architects Contact a. Craig Campbell, ccampbell@warehausae.com, 717-845-8383 D. Project Description: Historic Exterior Restoration of the shell building structure. Work shall include but not be limited to window/door replacement, masonry restoration, gutters, downspouts, epdm roof materials, shingled roof replacement, etc. E. Bid Documents for a Stipulated Sum contract may be obtained free of charge through the PennBid Program, http://pennbid.bonfirehub.com F. Contract shall be Single Prime as General Contractor holding all other subcontracts. G. Bidders will be required to provide Bid security in the form of a Bid Bond of a sum no less than 10 percent of the Bid Amount. If the Bid Security is provided by check, a scan of check shall be submitted with the bid, with the original being provided withing two (2) business days of bid opening if bidder is the apparent low responsible bidder. H. A Performance and Payment Bond, each in the amount of one hundere percent (100%) of the stimated contract price, shall be required from the Successful Bidder. I. A non-collusion affidavit is required for this Bid. J. Refer to other bidding requirements described in Document AIA A701-2018 Instructions to Bidders. K. Project shall require Davis-Bacon Wage Rate requirements. L. Notice is given that the Project for which construction bids are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum wage rates as promulgated under provisions of said Act must be paid by contractors in connection with performance of the necessary work. M. Project is funded in part by ARPA Grant Funding and shall be subject to Federal Requirements indicated within the contract documents. N. Sucessful bidders, including all general Contractors, subcontractors and third teir subcontractors shall furnish Certificates of General Liability Insurance naming The City of York and the Design Professionals as "Additionally Insured". O. Submit your offer on the Bid Form provided. Bidders may supplement this form as appropriate. P. Your offer will be required to be submitted under a condition of irrevocability for a period of 60 days after submission. Q. The Owner reserves the right to accept or reject any or all offers.
