    The City of Fontana (“City”) as primary solicitor along with two partner cities – Grand Terrance, CA and Rialto, CA - invites qualified firms to submit proposals to provide services for the startup, implementation, and ongoing management of a Community Choice Aggregation (CCA) program, or for assisting the City in joining an existing CCA.Fontana has completed a feasibility study that demonstrates the legitimacy, effectiveness, and economic viability of a CCA program. The two partner cities have not had a feasibility study at this time and performing this task would be a pre-requisite to full implementation. The City seeks a professional partner to assist with either:• Standing up and managing a Fontana-only CCA, or• Supporting the City’s entry into an existing CCA structure.The City’s goals include:• Providing residents and businesses with more affordable energy options.• Promoting local energy development.• Ensuring financial stability and transparency.• Supporting City influence for energy options in Fontana.SCOPE OF SERVICESThe selected contractor may propose services under one or both of the following pathways:Pathway 1 – CCA Program Startup and ManagementPhase I – Startup ServicesPhase II - Ongoing ManagementPathway 2 – Joining an Existing CCAProposers may alternatively (or additionally) submit proposals for assisting the City of Fontana in evaluating and entering an existing CCA program. Services may include:• Comparative cost-benefit and risk analysis of joining an existing CCA versus launching a standalone program.• Evaluation of governance structures, representation, and voting rights within existing CCAs.• Assistance with negotiations, contract development, and onboarding processes.• Transition planning, including customer enrollment, billing, and regulatory compliance.• Development of community engagement and communications strategy specific to joining a regional CCA.• Long-term support in program integration, reporting, and stakeholder management.
