The City of Norfolk (the “City”) Department of Transportation is seeking proposals from qualified professional firms to provide Construction Administration and Inspection Services on an as-required basis. The City will provide a scope of services for each specific request for engineering services required under the Agreement. A request for services may include, but not necessarily be limited to, the following: Project management; Construction administration, management, inspection, documentation review; Quality control and assurance; Material sampling, testing and certifications; Surveying; Utility designation and location; Constructability reviews; Value engineering; Construction schedule and critical path method (CPM) reviews; Delay claims analysis; Cost estimating; Payment review and processing (to include all applicable documentation). Additional services may include constructability reviews, constructability assessments, and minor designs or sketches to support the Department’s construction IDQ services. All documentation must be stored and managed appropriately for anticipated project and program audits. These services will be provided on an annual basis and renewable annually for two additional years for a total term of 3 years. The maximum amount for any work order and the annual maximum shall be in accordance with § 2.2-4301 of the Code of Virginia as amended, and Section 33.1-38 of the Code of the City of Norfolk (“City Code”). There is no guarantee of the amount of work that will be authorized.
Consultant Procurement and all work performed under this annual services contract shall be in accordance with the current edition of the Virginia Department of Transportation’s (VDOT) Locally Administered Projects (LAP) Manual.
The City of Norfolk Public Works Department is seeking proposals from qualified professional engineering firms to provide services on an as-required basis. The City intends to enter into an annual, renewable agreement with the firm selected to provide these services. Other related government organizations or agencies may be allowed to issue Work Orders under this Contract, as permitted by the City. The City will provide a scope of services for each specific request for engineering services required under the Agreement.

The successful firm must demonstrate expertise and experience in construction engineering management and inspections of a variety of projects including City and/or State and/or Federally funded projects including, but not limited to: site improvements; drainage improvements; highway and roadway construction and reconstruction; intersection improvements; traffic, pedestrian, and cyclist safety improvements; bridge construction and widening; and utility improvements. The successful firm shall include the management of all construction activities necessary to ensure the completion of a high-quality product, meeting all contract specifications, and applicable federal, state and local laws and regulations. In addition, the firm should ensure the contractors are responsible for compliance with all applicable federal, state and local laws and regulations including, but are not limited to; Occupational Health and Safety, Environmental Compliance, Equal Employment, Civil Rights and DBE-related documents. Some of the services that the firm shall provide, but are not limited to: recommendations at preconstruction and construction meetings; review and recommendations of bid and contract documents; review and recommendations of value engineering proposals; review and recommendations of construction schedules, estimates and bids; review and recommendations for constructability, sequence of construction, and maintenance of traffic; payment processing and reimbursement related to the construction documentations; coordination with private utility companies for relocation of existing facilities and construction of proposed facilities; preparation of public notices for planned and/or changed construction activities; and the inspection and testing of materials and soils. The firm must have demonstrated experience in testing as required for field and qualified laboratory testing requirements and have obtained the required certifications and licenses by the State/Federal agencies. The firm shall have demonstrated knowledge in specifications, standards, design standards and requirements, and construction documentation from State/Federal agencies and City of Norfolk’s Departments. The firm must have experience in and be familiar with Virginia Department of Transportation (VDOT) and Federal Highway Administration (FHWA) construction requirements as specified in the VDOT’s Locally Administrated Project Manual and State/Federal reporting requirements associated with financial reimbursement.
The selection criteria requires: (1) Professional qualifications of staff assigned; (2) Specialized experience in the type of work required; (3) Familiarity with VDOT’s Locally Administered Projects’(LAP) construction requirements, including all VDOT/FHWA required documentation; (4) Quality of past performance on similar projects/annual services contracts; (5) Experience and qualifications of any consultants; (6) Familiarity with Federal and State EEO/Civil Rights documentation requirements; (7) Current volume of work that could affect ability to complete the work on time.

The City of Norfolk is issuing this Request for Proposals on behalf of itself and other public agencies. Offerors are hereby advised that other public agencies may enter into a contract with the firm selected to provide the services based on the prices set forth in the Agreement.
It is the policy of the City of Norfolk to facilitate the establishment, preservation, and strengthening of small businesses and businesses owned by women and minorities and to encourage their participation in the City’s procurement activities. It is also the policy of the City to support Norfolk businesses and workforce development, and the City encourages companies with corporate offices in Norfolk, and which employ Norfolk residents, to compete for City contracts. Please include in your proposal information regarding the location of your offices, the offices of your sub-consultants, and the employment of Norfolk residents by your firm or by your sub-consultants.
These services may also be required during emergencies. The issuance of a Declaration of Emergency Conditions by authorized government officials shall cause any agreement or contract resulting from this proposal to be activated at the terms and conditions listed in the agreement or contract. The selected firm shall make available to the City of Norfolk, during the time of emergency, its time, equipment, and expertise in those services for which the firm has been previously contracted. Failure to comply may result in termination of the agreement or contract by the City of Norfolk.
Collusion or restraint of free competition, direct or indirect, is prohibited. Bidder or offeror is required to execute the anti-collusion statement. See Attachment A.
The Contractor agrees to familiar with Chapter 33.1, Article VII (Sections 33.1-86 through 33.1-93) of the Code of the City of Norfolk, Virginia, 1979, as amended, entitled “ETHICS IN PUBLIC CONTRACTING,” including the additional statues set forth in Section 33.1-86 thereof. The Contractor shall abide by such provisions in submission of its bid and performance of any contract awarded.
The Offeror shall become familiar with and adhere to the nondiscrimination requirements set forth in the code of the City of Norfolk § 33.1-53 which will also be incorporated into any contract awarded.
The certification regarding debarment, suspension, proposed debarment, and other responsibility matters attached to this RFP must be executed and returned with Offeror’s proposal. See Attachment B.
Bidder or offeror organized or authorized to transact business in the Commonwealth pursuant to Title 13.1 or Title 50 shall include in its bid or proposal the identification number issued to it by the State Corporation Commission. See Attachment C.
Any bidder or offeror that is not required to be authorized to transact business in the Commonwealth as a foreign business entity under Title 13.1 or Title 50 or as otherwise required by law shall include in its bid or proposal a statement describing why the bidder or offeror is not required to be so authorized.
The Offeror agrees to comply with Section 33.1-58 of the Code of the City of Norfolk, Virginia, 1996, as amended, regarding substance Abuse and Drug-Free Work Place Policy.
Evaluation of proposals will be under the complete jurisdiction of the City of Norfolk. It is the intent of this Request for Proposal that all services be prepared complete in all respects without need for engaging separate technical expertise of professional services.
Upon receipt of the proposals, the City will evaluate all materials submitted by responding firms and rank the proposals in order of qualifications by virtue of technical competence, general background experience, availability, etc. The city shall engage in individual discussions with two or more firms deemed most qualified, responsible and suitable on the basis of initial responses and with emphasis on professional competence, to provide the required services. After completion of the interview process, the City shall select, in the order of preference, two or more firms whose professional qualifications and proposed services are deemed the most meritorious. At that time, the City will enter into negotiations with the first-choice firm to determine an agreeable method of compensation for service. If negotiation cannot be successfully completed with the first-choice firm, the City will then negotiate with the second-choice firm, etc. Upon completion of negotiations, a formal contract agreement will be prepared and executed between the firm and the City of Norfolk.
