    Description

    Escambia County is soliciting qualified and experienced firms for CE&I Services in relation to the replacement of a bridge on Alger Rd in the town of Century and the rehabilitation of a pipe culvert on Jefferson Ave in the town of Century. Alger Rd will consist of the replacement of the existing structure with a new 31'(approx.)  structure. Jefferson Ave will consist of the rehabilitation of a dual 96" (approx.) CMP pipe culvert.

    Background

    The Scope of Work for these projects is to provide construction engineering, inspection, and project management services on the Alger Rd bridge replacement and the Jefferson Ave Culvert Rehabilitation projects. This document gives the Consultant the same responsibility and authority as Escambia County when administering these County construction project contracts.

    The administration of the Alger Rd bridge replacement and the Jefferson Ave Culvert Rehabilitation projects will be conducted by the Consultant in full cooperation with Escambia County.  Escambia County will have the final word in regard to challenges of Consultant's authority by the contractor or decisions made by the Consultant regarding the work. The ultimate goal of Escambia County and the Consultant should be to administer each contract in a highly professional manner, conducive to a cooperative relationship between the Consultant, Contractors, and Escambia County, and to complete the work on budget and on time with minimum inconvenience and maximum safety for the public.

A reference list for each project is required including the name of client contact familiar with the project, project name, telephone number and/or email address, brief description of the project, actual cost and project length.

    Q (No subject): Will an RCS be required?

    A: Yes, an RCS will be required.


    Q (Section 3 Business Application & Implementation Plan): If our firm does not qualify for Section 3, per the pre-solicitation meeting, I believe we are to put N/A but for the implementation plan form are we required to fill any part of it out, including for subconsultants?

    A: No, you are not required to fill out the information for the implementation plan if your firm does not qualify for Section 3. Please fill out your firm's name and address but put N/A or not applicable for any more in-depth information. You do not need Section 3 forms for subconsultants at this time.


    Q (Clarification on Contract Signature Authority Requirements ): Section 8.12 states that the person listed as contract signature authority must be listed as authorized representative with the Florida Divisions of Corporations (Sunbiz). If the proposer’s firm allows for contracts to be signed by individuals not listed in Sunbiz record, may proposer submit proof of such authorization signed by listed, authorized representative?

    A: Yes, the submitter may submit proof of signature authority (i.e. delegation letter) with the proposal.


    Q (Project Manager ): Could you please confirm who the County’s Project Manager will be for this project?

    A: The Project Manager will be released to the selected firm at the time of award. Since the solicitation is now published, we are in the blackout period until the solicitation is awarded. That means no firm may contact the department or project manager directly until the solicitation is awarded.


    Q (Clarification on Contract Type and Fee Negotiation Structure ): Will the agreement be negotiated as hourly, lump sum, or cost-reimbursement?

    A: The County prefers lump sum agreements with fully loaded hourly rates included per Task.
