All product or service bid shall conform to alll applicable Federal and State laws and regulations and the specifications contained herein. The bid shall be awarded to the lowest responsible contractor for the total base bid (based on an estimated quantity with a set unit price) using the estimated miles as per the bid proposal form. The haul distance (mileage) will be calculated from the point of loading to the center point of project location.
