    INVITATION TO BID NOTICE IS HEREBY GIVEN that sealed bids are invited by the Department of Public Works of Humboldt County, a public body, corporate and politic, for the performance of all the work and the furnishing of all the labor, materials, supplies, tools, and equipment for the following project: CONSTRUCTION OF CORRECTIONAL FACILITY RE-ROOFING PROJECT COUNTY OF HUMBOLDT PROJECT NUMBER: 162826 Pursuant to the Contract Documents on file with the Department of Public Works of Humboldt County. A pre-bid meeting is scheduled for 2:00 p.m. Pacific Time, April 28, 2026, at the Humboldt County Correctional Facility Administration Office, 901 5th Street, Eureka, California. Contract Documents, Plans and Specifications will be available on April 14, 2026. Each Bid must be contained in a sealed envelope addressed as set forth in said Bid Documents and filed at the office of the Clerk of the Board of Supervisors of Humboldt County, 825 5th Street, Room 111, Eureka, California at or before 2:00 P.M., Pacific Daylight Time, on May 12,2026. All Bids will be publicly opened and summary amounts read aloud. The officer whose duty it is to open the Bids will decide when the specified time for the opening of Bids has arrived. Plans and Specifications and other Contract Document forms will be available for examination at the Department of Public Works, 1106 2nd Street, Eureka, CA, 95501, Phone: (707) 445-7493. Plans will also be available for viewing at area plan centers and on the County’s website at: http://humboldtgov.org/Bids.aspx. Each Bid shall be submitted on the forms furnished by the County within the Bid Documents. All forms must be completed. Each Bid shall be accompanied by one of the following forms of Bidder’s Security with a certified check or a cashier’s check payable to the County, U.S. Government Bonds, or a Bid Bond executed by an admitted insurer authorized to issue surety bonds in the State of California (in the form set forth in said Contract Documents). The Bidder’s security shall be in the amount equal to at least ten percent (10%) of the Bid. The successful Bidder will be required to furnish and pay for a satisfactory faithful performance bond and a satisfactory payment bond in the forms set forth in said Bid Documents. The County reserves the right to reject any or all Bids or to waive any informalities in any Bid. No Bid shall be withdrawn for a period of ninety (90) calendar days subsequent to the opening of Bids without the consent of the County. All Bidders will be required to certify that they are eligible to submit a Bid on this project and that they are not listed either (1) on the Controller General’s List of Ineligible Bidders/Contractors, or (2) on the debarred list of the Labor Commissioner of the State of California. The successful Bidder shall possess a valid Contractor’s license in good standing, with a "C-39” classification at the time the contract is awarded. The successful Bidder will be required to comply with all equal employment opportunity laws and regulations both at the time of award and throughout the duration of the Project. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Pursuant to Section 1771.1(a) of the California Labor Code, a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in Sections 1770 et seq. of the Labor Code, unless currently registered and qualified to perform public work pursuant to Section 1725.5 of the Labor Code. It is not a violation of Section 1771.1(a) for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. The Contractor, and each subcontractor participating in the Project, shall be required to pay the prevailing wages as established by the Department of Industrial Relations, Division of Labor Statistics and Research, P.O. The attention of Bidders is directed to the fact that the work proposed herein to be done will be financed in whole or in part with State and County funds, and therefore all of the applicable State and County statutes, rulings and regulations will apply to such work. In the performance of this contract, the Contractor will not discriminate against any employee or applicant for employment in accordance with the provisions of the California Fair Employment and Housing Act. (Government Code section 12900et seq) In accordance with the provisions of Section 22300 of the Public Contract Code, the Contractor may elect to receive 100% of payments due under the contract from time to time, without retention of any portion of the payment, by entering into an Escrow Agreement for Security Deposits In Lieu of Retention.
