    The County of El Dorado (hereinafter referred to as County) has been selected to implement the Weber Creek Project (“Project”), a California Wildfire Mitigation Program (CWMP) in collaboration with the California Office of Emergency Services (CalOES) and the California Department of Forestry and Fire Protection (CAL FIRE).The Project focuses on creating defensible space around homes and retrofitting homes with fire-resistant materials in the Weber Creek drainage south of Placerville. The Project will reduce or prevent damage and destruction of residential structures resulting from wildfire incidents by assisting residents in the creation of adequate defensible space in accordance with the California Public Resources Code section 4291, and the implementation of home hardening measures aligned with 2025 California Wildland-Urban Interface Code, Title 24, Part 7 building standards that will make the most significant impact in protecting each participating residence.Home hardening addresses the most vulnerable components of a home with building materials and installation techniques that increase resistance to heat, flames, and embers that accompany most wildfires. Qualifying homes include single-family homes and multi-family homes such as duplexes and quadplexes. Mobile and manufactured homes are also eligible. Commercial buildings and apartment complexes do not qualify for this Project.The County is soliciting sealed Statements of Qualifications (SOQ) from licensed and highly qualified contractors (hereinafter referred to as “Respondents” or “firms”) to provide defensible space and home hardening services for the Project. Firms must have and demonstrate their experience in providing defensible space and home hardening services (experience with local governments is desirable).The purpose of this Request for Qualifications (RFQ) is to create two (2) Qualified Lists (QL’s) of firms, one (1) list of firms to provide defensible space services and one (1) list of firms to provide home hardening services. The QL’s will be valid for an initial term of three (3) years. After the initial term of three (3) years all firms will be required to re-qualify annually. The Project is anticipated to be completed within five (5) years. After the initial QL’s are established, the RFQ will be re-posted annually to allow for additional firms to be added to both QL’s.Once Respondents are selected to the QL’s, the County will enter into an individual Master Agreement for Services with each Respondent. Each Master Agreement will have an initial term of three (3) years and will include four (4) County options to extend, to allow for a maximum five (5) year term.As each qualifying homesite is identified and selected by the County to receive defensible space and/or home hardening services, a home assessment report will be provided (by County) to the qualified firms on each list to show the specific measures that can be taken at each homesite for defensible space and home hardening services. All firms on the QL’s will be invited to an in-person site visit with the County’s Construction Manager to view the home and assess the required services. Respondents will have approximately one (1) week to develop and provide a site-specific bid to the County for each individual homesite. The County will select the Respondent with the lowest bid from the list of responsible, responsive bidders. The successful Respondent will enter into a Tri-Party Agreement with the homeowner and County. Firms on the QL’s are not required to bid on all individual homesite projects. All successful Respondents will work under the direction of the County’s Construction Manager on all individual projects.
