    Description

    The City of Norfolk (the “City”) is seeking proposals from qualified vendors to provide the design, fabrication, installation and maintenance of the digital wayfinding signage display. Successful contractors will oversee the content management for the kiosks as part of the comprehensive St. Paul’s Kindred neighborhood transformation - Critical Community Improvement projects (CCI).

     

    The system shall be designed, fabricated, and invoiced by June 30, 2026.

    Background

    The City is seeking digital to install digital wayfinding signage in the form of outdoor interactive kiosks to provide residents and visitors with contextualized information in the Kindred neighborhood. As part of a larger CCI plan aimed at enhancing safety and improving the pedestrian experience, five (5) kiosks will be installed along Freemason Street at key gateway locations and near amenities within the Kindred neighborhood.

    • Experience and Qualifications (30 pts)
      • Demonstrate Offeror’s technical experience and competence for both the company and key personnel assigned to this project.
      • Provide a project organization chart and submit a list of key project staff, including field staff/technicians and office staff to be assigned to this project.
      • Identify the professional engineer proposed and provide their detailed resume. Include a description of the responsibilities of the project engineer throughout the project.
      • Demonstrate five (5) successful completions of design and installation of Digital wayfinding signage systems of similar size and complexity. Include past project name, address, date of completion, completed cost, key staff, and a narrative highlighting the similarities of past projects to the proposed project. Specify which proposed staff members worked on referenced projects and in what capacity.
      • List subcontractors and consultants that will be utilized and describe their field of expertise.
      • If proposing a lease, demonstrate Offeror’s capability to obtain different lease options providing the best lease selection to the City. 
    • Proposed Solution (30 pts)
      • Provide the brand and dimensions of the sign proposed (length, width, depth). Describe the quality of the video image. Detail the image resolution and describe how the system will eliminate or reduce the appearance of pixels. Explain how your solution will allow the display to function under the control of a photocell to allow automated dimming at night and full brightness during daylight hours. Provide data sheets, brochures, and other detailed information of their proposed system with their proposals. 
      • Provide the preliminary design for the kiosks, to include, at a minimum, the following information: dimensions, power consumption, mounting requirements, connections, control systems, sensors, filters, surge protection, operating and maintenance manuals, proposed fabrication schedule and any equipment omissions in the RFP documents that would prevent the delivery of a fully operational system.
      • The submittal must clearly demonstrate the Offeror’s ability to complete the design and fabrication of the digital wayfinding signage system by June 30, 2026. The installation timeline will be contingent upon the availability and readiness of the site, as determined by the City. Offerors should acknowledge this condition and confirm their flexibility to coordinate installation accordingly. 
    • Maintenance (20 pts)
      • If proposing system for direct purchase, specify what will be included in the maintenance plan.
      • Confirm compliance with the 2 calendar days’ repair timeframe. If the Offeror can commit to completing repairs in a shorter timeframe, specify that timeframe.
      • If proposing system for lease, specify what maintenance will be included under the conditions of lease.
    • Pricing (20 pts)

      Provide pricing for all equipment listed under paragraph D. Equipment Specifications of Section I. Scope of Services of this document. Provide pricing breakdown for all system components, delivery/installation, and training.

      1. Specify a price for Kiosk system and related equipment.
      2. Identify annual license fees for the software.
      3. Provide the cost of a 5-year maintenance plan past the warranty period, which includes training for the City’s facility staff.
      4. Provide the cost of a maintenance plan for the existing City Digital wayfinding signage and equipment.

    Questions & Answers

    Q (Screens Per Kiosk): In the previous release, the specification called for a five‑sided kiosk. For this update, should we maintain the same configuration, or would Norfolk prefer a two‑sided or three‑sided kiosk instead?

    A: A two‑sided sign is the preferred configuration for this project.


    Q (Engineer Resume): Would the city be requesting an engineer for structural stamping or a certified engineer for AV? We can provide, just not sure which is requested to be exact.

    A: Yes. The City will require engineering documents that verify the structural soundness of the wayfinding equipment and its installation. These documents must be reviewed and approved by our City reviewers prior to installation approval. Therefore, structural stamped drawings from a licensed engineer will be required


    Q (City Fiber and Cellular): In the RFP it is called that this will be hooked to the city's fiber network and also calling out a cellular network for connection as well. Would the city like both or just one of these options?

    A: There are currently no plans to extend or route the City’s fiber infrastructure through the St. Paul’s development area. As a result, connectivity within the development will need to be provided through alternative means, such as cellular service or publicly available Wi‑Fi offered by Cox Communications or other third‑party providers.


    Q (No subject): Could you kindly provide information regarding the budget allocated for the implementation of Digital Wayfinding Signage kiosks as part of the city’s urban planning or public infrastructure projects? Is it possible to share details on the financial resources earmarked for the design, installation, and ongoing maintenance of these kiosks in the upcoming fiscal year? I would greatly appreciate any insights you can provide.

    A: 1. Could you kindly provide information regarding the budget allocated for the implementation of Digital Wayfinding Signage kiosks as part of the city’s urban planning or public infrastructure projects? RESPONSE: The City is not able to share specific budgetary information related to this project. 2. Is it possible to share details on the financial resources earmarked for the design, installation, and ongoing maintenance of these kiosks in the upcoming fiscal year? I would greatly appreciate any insights you can provide. RESPONSE: This specific information is not known at this time and will be largely based on the RFP responses received.


    Q (No subject): Do you have an in-house team or preferred partner that can handle the installation? We can support everything else outside of installation.

    A: The City does not have an in-house team to perform the installation, and it is not known at this time if the City will seek a third-party installer – this will be largely determined by the RFP responses received.


    Q (Hardware Requirements): Can the City specify that they want 5x Dual-Sided (2 screens - back & front) kiosks?

    A: The preference is two-sided wayfinding Kiosk with one screen on one side and one screen on the other.


    Q (Software Requirements): Is the City planning to use REACH as the primary software on the kiosks? If yes, will the City be using the Wayfinding from REACH's software?

    A: The City’s IT Department has identified REACH as the software currently in use. Offerors should provide pricing for the REACH system, if available, as a basis for evaluation. If an offeror’s wayfinding system is not compatible with REACH, or if the offeror prefers to propose an alternative software solution, they should include detailed information about the proposed software along with all associated costs for the City’s consideration.


    Q (Software Requirements - Part 2): Are vendors expected to quote their own CMS software? or REACH is the only one being used for this project?

    A: Offerors should provide pricing for the REACH system, if available, as a basis for evaluation. If an offeror’s wayfinding system is not compatible with REACH, or if the offeror prefers to propose an alternative software solution, they should include detailed information about the proposed software along with all associated costs for the City’s consideration.
