The District seeks a comprehensive, secure, and scalable solution that includes mass notification services, district and school website hosting, and mobile application capabilities. The platform must integrate with the District’s Student Information System (SIS) and other core systems to ensure accurate, timely communication with students, parents, staff, and the community.
TUHSD serves approximately 11,500 students in grades nine through twelve across multiple campuses in Tempe, Phoenix, and Chandler, Arizona, and employs approximately 700 teachers, 50 administrators, and 350 support personnel. The District is seeking a solution that enhances stakeholder engagement, supports emergency communications, ensures ADA accessibility compliance, and provides reliable customer support and training.
Tempe Union High School District serves students in grades nine through twelve in Tempe, Arizona. The District is comprised of six high schools with a student enrollment of approximately 11,500 students in parts of Tempe, Chandler, and Phoenix, Arizona. Six of the sites are comprehensive high schools and the Tempe Union Online program. Pursuant to the Arizona Administrative Code R7-2-1026, R 7-201041 & R7-1101, this Amendment #1 will provide answers to questions received through the OpenGov portal.
Attached hereto are responses to questions submitted about the above information document.
Except as provided herein, all terms and conditions in the invitation for bid referenced above remain unchanged and in full force and effect.
Evaluation of the proposed solution’s technical capabilities, functional requirements, system architecture, security standards, integration capabilities, and overall compliance with the specifications outlined in this RFP.
Evaluation of the Offeror’s proposed implementation methodology, including project management structure, timeline, data migration approach, integration strategy, training plan, and post-implementation support. The District will assess feasibility, clarity of roles and responsibilities, risk mitigation strategies, and overall readiness to deploy the system successfully within the proposed timeframe.
Evaluation of the Offeror’s experience, qualifications, and demonstrated success in providing similar services to K–12 school districts or comparable public-sector entities. Consideration will include organizational stability, relevant experience, references, and ability to provide ongoing support and service throughout the contract term.
Evaluation of the completeness and responsiveness of the proposal to the requirements of this RFP. Consideration will include adherence to proposal instructions, submission of required documentation, and clarity of the Offeror’s response.
Evaluation of the total cost of ownership for the proposed solution, including subscription fees, implementation costs, renewal pricing, and any additional associated costs. Cost will be evaluated in relation to the overall value offered and will not be the sole determining factor in award.

Districts are required to follow the School District Procurement Rules for all purchases of goods or services from district employees or close relatives of employees (spouse, child, grandchild, parent, grandparent, brother, sister and their spouses, and the parent, brother, sister or child of a spouse) regardless of dollar amount. If an employee has a conflict, they must not be involved in the purchasing/oversight process. They may not enter requisitions, approve the requisition, supervise the work being performed, or approve payment for the respective product or service.
Arizona Revised Statutes § 38-503(C) prohibits public employees or relatives from providing their employers with any equipment, material, supplies, or services unless provided under an award or contract let after public competitive solicitation. Districts must follow the School District Procurement Rules, regardless of the expenditure amount, when purchasing goods or services from district employees or relatives. This applies to any purchase using district monies, including extracurricular activities fees, tax credit contributions, and monies held in trust by the District, such as student activities monies. Following the guidelines for written quotes is not sufficient to comply with the requirements of A.R.S. § 38-503(C).

The form of contract for any award made as a result of this proposal will be a district purchase order, referencing this bid, which shall be considered a part of the contract. The amount will be based upon the fees shown in the bid, and will take into consideration previous and anticipated expenses for the forthcoming year. If your firm will require the District to sign an additional or separate contract, a copy of the proposal contract must be included with the proposal.

Q (No subject): What specific challenges or pain points are the organizations facing in terms of user (students and staff) experience/engagement?
A: We currently have fewer challenges or pain points than in the past. Our community is using our current platform at high levels, and it has been a positive experience.
Q (critical integrations): What are the most critical integrations for you with this platform?
A: We need some level of integration between our website and our engagement platform. They don't need to be the same vendor but they need to be able to play nice in the sandbox. We need to have the ability for translations and for users to be able to set their own language preferences, etc. Our SIS is Synergy, so that has to be able to be integrated, although I think that is fairly standard for most platforms.
Q (No subject): What does the ideal solution look like for your team?
A: Something that is easy for end users to understand and use. We have had several different website vendors, and communications platforms, over the past 7 - 10 years, and there is a high level of change fatigue amongst our communities.
Q (No subject): Are there existing learning or training platforms provided to your users at the moment? Have you conducted any surveys and received feedback from users that drove this initiative?
A: The intent of this solicitation is to procure a centralized communications and engagement platform for mass notifications, including emergency communications and general announcements. Solutions related to learning management or employee development systems are outside the scope of this RFP.
Q (Learning and Development Opportunities): How do you promote learning and development opportunities for staff? How are they communicated and how does your employees know what systems are available for them to improve their skills and grow within the organization?
A: The intent of this solicitation is to procure a centralized communications and engagement platform for mass notifications, including emergency communications and general announcements. Solutions related to learning management or employee development systems are outside the scope of this RFP.
Q (Implementation Timeline): When do you anticipate launching the platform? How many team members are a part of this project and will be working with our team? What are your expectations from an ideal partner during and post implementation?
A: We would need to have everything fully implemented by the start of this next school year (mid-July). There would be 2 - 3 team members working with any external team. I need a partner that is responsive to our ongoing needs and any challenges, ideally with a single point of contact so we aren't just calling a general help number.
Q (Communication): How do you handle internal communication? Do you use slack, teams, or are all important communication happens through emails?
A: We are a Google District, so we have Google Chat that is used frequently both within departments and for inter-departmental communications. We put a lot of emphasis on transparency in communication so we do frequently make large announcements directly from the top (superintendent) via email. We also have a big culture of shared docs (again, Google) and that is another communication lane.
Q (No subject): Do you have a document management system like Sharepoint or where do your company SOP or any important documents reside?
A: The District operates within a Google environment, and documentation and communications are primarily stored and managed through Google Drive and related Google Workspace tools.
Q (Clarification Request – Termination for Convenience Provision): For clarification, can the District provide general examples or typical scenarios where the Termination for Convenience clause may be exercised? This will help partners appropriately plan for staffing, resource allocation, and any non-cancellable commitments. Additionally, would the District consider inclusion of a standard notice period to support orderly transition if termination were to occur?
A: The District’s Termination for Convenience clause is a standard public procurement provision and may be exercised at the District’s sole discretion when it is determined to be in the District’s best interest. While it is not possible to provide an exhaustive list of scenarios, typical circumstances may include, but are not limited to: - Changes in funding availability or budget constraints - Changes in District needs, priorities, or operational requirements - Dissatisfaction with overall vendor performance or service delivery - Transition to alternative solutions or cooperative contracts - Any termination would be handled in accordance with the terms and conditions outlined in the contract. Regarding notice, the District will follow the notice provisions specified in the contract. Offerors may propose recommended notice periods for the District’s consideration; however, the final terms will be determined by the District.
