    Online sealed bids for disposing of biosolids from the Dover Township Wastewater Treatment Facility will be received by Dover Township via the PennBid Program https://pennbid.bonfirehub.com on Thursday, April 9, 2026, until 2:00 p.m. local prevailing time, at which time and place said bids will be publicly opened and read aloud.Bids will be received for the following contract:Biosolids Disposal 2026 - Five-year contract includes the disposal of approximately 3,500 wet tons per year of aerobically digested biosolids.Copies of the Contract Documents may be obtained at no cost at https://pennbid.bonfirehub.com/ All questions about the meaning or intent of the Contract Documents shall be submitted via PennBid’s “Questions” tab. No questions will be accepted by phone, fax, or direct e-mail.Each bidder must deposit with the bid, Security in the amount of 10% of the bid for one year of disposal and subject to the conditions provided in the Instructions to BiddersBidders are advised that they must comply with Federal Highway Administration Regulations of Part 382 of FHWA Codes under the Omnibus Transportation Employee Testing Act of 1991, as amended, as it affects licensed CDL drivers and addresses controlled substance and alcohol testing and reporting of drivers with CDL's performing driving functions and safety sensitive functions.Inspections of the Wastewater Treatment Facility may be arranged by contacting Christian Jordan (Ext.1) at 717-292-4911.All bids shall remain irrevocable for one hundred twenty (120) days after the actual date of the opening thereof.
