    The Kenton County Airport Board (“KCAB”) will receive proposals for a Drone Detection System.

     

    Background

    The Kenton County Airport Board (“KCAB”) is soliciting proposals for a comprehensive Drone Detection System at the Cincinnati/Northern Kentucky International Airport (“CVG”). The system will enhance the airport's ability to detect, track, and mitigate unauthorized drone activities within and around airport premises. The selected vendor will be responsible for the supply, installation, integration, and maintenance of the system.

    Evaluation Criteria

    • Technical Proposal (25 pts)

      KCAB will evaluate system capabilities, integration, user interface, data management and standards compliance of the proposed drone detection system.

    • Implementation Plan (20 pts)

      KCAB will evaluate the detailed plan for installation, integration, training and commissioning of the system, including the proposed timeline for delivery and completion of the project.

    • Maintenance and Support (20 pts)

      KCAB will evaluate quality and completeness of the proposed maintenance and support services, including response times and warranty coverages.

    • Experience and Expertise (20 pts)

      KCAB will evaluate the company's experience and expertise in drone detection systems demonstrated in the proposal, including validation from the client references provided, as well as any innovative solutions to further enhance drone detection systems.

    • Pricing Proposal (15 pts)

      KCAB will evaluate the accuracy and completeness of the pricing proposal in the Section 2.1 Pricing Table.

      Proposals must include the information identified in this section and be presented in the order provided. Proposals must not exceed 15 pages and include consecutive page numbers on each page.  

       

      A. Cover Letter:

      Include a cover letter which serves to introduce the proposing company or team and highlights the overall approach for meeting the requirements of the RFP. It must include and the name of the company and its address, along with the name, title, e-mail address, and telephone number of the primary company representative(s) to be contacted regarding the proposal. The letter should be signed by a person who is authorized to negotiate terms, render binding decisions, and commit the company's resources. 

      B. Technical Proposal:

      • Detailed description of the proposed Drone Detection System, including specifications and capabilities.
      • Information on system integration, user interface, data management and standards compliance.

      C. Implementation Plan:

      • Detailed plan for the installation, integration, and commissioning of the system.
      • Proposed timeline for delivery and completion of the project.
      • Details of the comprehensive training program for airport personnel.

      D. Maintenance and Support: 

      • Detailed description of maintenance and support services, including response times and warranty coverage.

      E. Experience and Expertise:

      • Provide documentation demonstrating the company's experience and expertise in drone detection systems. 
      • Provide reference contact information (name, title, e-mail address and phone number) for at least three (3) clients who have implemented similar drone detection systems.
      • Describe any innovative solutions by the company to further enhance drone detection systems. 

      F. Pricing Proposal (Completed in Section 2.1 Pricing Table):

      • Itemized cost breakdown for all components and services.
      • Total cost of the project, including any recurring costs for training, maintenance and support.
