GENERAL WORK DESCRIPTION In general, the work to be done consists of removing approximately 157,000 square feet of turf from ten City owned properties located within City limits. Turf is to be replaced with drought tolerant plants and existing spray irrigation is to be replaced with water-wise irrigation for increased water conservation. ENGINEER'S ESTIMATE The Engineer's Estimate for this contract is $2,125,875. CONTRACT TIME The project has 75 Working Days. WITHDRAWL OF PROPOSAL No bidder may withdraw his proposal for a period of forty-five (45) days after the date set for the opening thereof. Bids shall be valid for forty-five (45) calendar days after bid opening. NON-MANDATORY PRE-BID MEETING AND SITE WALK A non-mandatory pre-bid meeting is scheduled for 10:00AM Thursday, January 29th, 2026, at the City's Water Treatment Plant. The meeting is to inform bidders and potential subcontractors of project requirements, arranging solicitations, times for the presentation of the bids, quantities, specifications, and delivery schedules. The City will also answer any questions pertaining to the Plans, Contract, and Specifications. LICENSING REQUIREMENTS Bidders and their proposed subcontractors shall hold such licenses as required by the laws of the State of California for the performance of the work specified in the Contract Documents. Bidders bidding as the prime Contractor shall possess a valid California Class A Contractor's License at the time the bid is submitted and throughout the contract term. The Contractor will also be required to ensure that all subcontractors working on this project are holding calid licenses suitable for their trade. CALIFORNIA LABOR CODE This Project is subject to the general prevailing rate of per diem wages as determined by the State of California Director of Industrial Relations as defined in Section 1773 of the Labor Code The successful bidding Contractor and its subcontractors shall employ the appropriate number of apprentices, in each apprentice-able craft, on the project site as stipulated in the California Labor Code Section 1777.5 Pursuant to California Labor Code Section 1771.4, this project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations. DEPARTMENT OF INDUSTRIAL RELATIONS No Contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the State of California Director of Industrial Relations (DIR) pursuant to California Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under California Labor Code Section 1771.1(a)]. No Contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to California Labor Code Section 1725.5. If awarded a contract, the Contractor and its subcontractors, of any tier, shall maintain active registration with the DIR for the duration of the Project. PAYMENT RETENTIONS: SUBSTITUTION OF SECURITIES A retention of five percent (5%) of the total value of the work completed to date will be made from the amount due on each progress payment for partial security for fulfillment of the contract. At the Contractor's request and at his expense, he may offer to substitute securities within the meaning of Section 22300 of the Public Contract Code in an amount equivalent to the amount withheld, to wit, bank or savings and loan certificates of deposit. This option is available to the Contractor as provided by section 22300 of the Public Contract Code and must be initiated by him by request and at his sole cost and expense, and upon such request, City shall permit the substitution of securities equivalent to the amount withheld to ensure satisfactory completion and fulfillment of the contract. Contractor shall remain the beneficial owner of any securities substituted for monies withheld and shall receive any interest thereon during the period of retention. Such securities shall be released to the Contractor upon satisfactory completion of the contract. to wit, thirty-five (35) days from and after the Notice of Completion. If any person contemplating submitting a Bid is in doubt as to the intended meaning of any part of the Contract Documents, or finds discrepancies in, or omissions in the Contract Documents, that person must submit a written request for an interpretation or correction thereof at least five (5) calendar days before the deadline for the receipt of Bids.
