The project provides for the rehabilitation of East Colvin Street between Comstock Avenue and the City Limit in the City of Syracuse. The project includes milling and paving of the roadway surface with areas of full depth reconstruction; curbing, sidewalk, driveway work; drainage system improvements; replacement of traffic signals; landscaping; and upgrades to signs and pavement markings. There is a Disadvantaged Business Enterprise (DBE) participation requirement for this project of 0%. The affirmative action goals include a minority utilization of 3.8% and utilization goal of 6.9% for women. Sets of plans and specifications for the work under this contract shall only be obtained from the Director of the Office of Management & Budget, Division of Purchase upon deposit of a new check or money order in the amount of $100.00, payable to the Commissioner of Finance of the City of Syracuse. Checks transferred from other jobs will not be accepted. To have bid documents mailed, please provide us with your Fed-Ex account number to be billed directly. Each bid must be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the total maximum bid price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the Information for Bidders. Pre-bid Conference: The City of Syracuse has scheduled a pre-bid conference in order to review all of the specific requirements of this contract. Attendance at the pre-bid is recommended but is optional. The pre-bid conference is scheduled for June 23rd, 2026, at 10:00 a.m. to be held at The Dept. of Engineering Conference Room, 4th Floor, City Hall, 233 East Washington Street, Syracuse, New York 13202. Any and all of such interpretations and any supplemental instructions will be in the form of written addenda to the Specifications which, if issued, will be mailed & e-mailed to all Bidders (at respective addresses furnished for such purposes) not later than three days (72 hours) prior to the date fixed for the opening of the bids. Failure of any Bidder to receive any such addendum or interpretation shall not relieve any bidder from any obligation under his bid as submitted. All addenda so issued shall become part of the Contract Documents. Failure to request an interpretation constitutes a waiver to later claim that ambiguities or misunderstandings caused a Bidder to improperly submit a bid or to inadvertently bid on certain items. Time for Performance of Contract: All work items of this contract shall be completed within 150 calendar days from the date of the Notice to Proceed or shall be completed by August 27, 2027, whichever comes first, excluding one (1) winter shutdown. All work items of this contract shall be substantially completed 2 weeks before August 27, 2027. The Contractor shall be allowed only one (1) winter shutdown during the course of this project. The winter shutdown period shall be defined as a timeframe where the Contractor has suspended completion of the uncomplete work in this project due to winter weather. The winter shutdown period shall be scheduled by the Contractor. The Contractor shall notify the Owner, in writing, 14 days prior to the start of a winter shutdown period. Once the winter shutdown period has commenced, the shutdown period shall remain in effect until the Contractor schedules the completion of the remaining uncompleted work items. The contractor shall notify the Owner in writing, 14 days prior to the end of the winter shutdown period. The Bidder’s attention is directed to the liquidated damages provisions of Part “J” of Section 500 of these contract documents.
