    Sealed bids will be received at the Suffolk County Department of Public Works Purchasing Unit (Room #108), 335 Yaphank Avenue, Yaphank, New York 11980, until 11:00 AM local time on December 18, 2025, at which time they will be publicly opened and read for: FEDERAL AID BRIDGE REPLACEMENT OF CR-46, WILLIAM FLOYD PARKWAY OVER NARROW BAY (SMITH POINT BRIDGE/BIN 3300770) TOWN OF BROOKHAVEN CAPITAL PROJECT NO. 5813, PIN # 0759.78 The work consists of the following: Replacement of the existing bridge carrying William Floyd Parkway (CR-46) across Narrow Bay with a new high level fixed bridge built to the west of the existing bridge with a minimum 75-year service life. The existing bridge will be demolished after completion of new bridge. The new bridge will have 1- 11'-0" lane in each direction 2- 4'-0" wide shoulders and 1- 12'-0" wide protected shared use path. Work to also include park restoration, landscaping, traffic signal replacement, pavement markings, drainage improvements, curb ramp replacement to meet PROWAG and MUTCD Compliance, and waterfront access. Work to be performed from barge mounted equipment for deep water work and temporary work trestles for shallow water work. Temporary cofferdams will be utilized for pier foundation installation. The navigation channel and existing drawbridge will remain operational during new bridge construction. All Contract Documents may be examined on the plan review table at the Suffolk County Department of Public Works (Rudolph M. Kammerer Building) 335 Yaphank Avenue, Yaphank, New York 11980, between the hours of 9:00AM and 3:00PM daily, except Saturdays, Sundays and holidays, on or after October 23, 2025. In order to obtain a set of Contract Documents, eligible bidders MUST visit https://dpw.suffolkcountyny.gov/rfp/Login.aspx . This will bring you to a home-page where you can "Log-in" to view and print the offerings. New users click on "Log In" to create a new account to register. You are responsible for downloading and printing all appropriate Contract Documents. You are also responsible for checking the site frequently to ensure that you have all addenda. Eligible bidders must have registered on the Suffolk County Department of Public Works Purchasing Unit web site to be eligible to submit a responsible bid. Bids for this contract shall be submitted in a separate sealed envelope with the name of the contract clearly noted on the outside of the envelope. Bids shall be accompanied by a certified check or bid bond in an amount not less than five percent (5%) of the total Base Bid, made payable to the Suffolk County Comptroller. This bid bond will be held as a guarantee that in the event the bid is accepted and contract awarded to the Bidder, the contract will be duly executed and properly secured. A non-mandatory pre-bid site meeting is on Wednesday, November 12, 2025 at 10:00 a.m. Meet on-site at grass area of the traffic circle on the park side of the bridge. In case of inclement weather, the meeting will be held at the park pavilion located on the northwest side of the traffic circle. The bids shall be delivered in person, by the Bidder or his agent, at the time and place stated. No residential or geographical restrictions will be in effect for this project. Applicable Federal requirements take precedence over State and local requirements unless state and local requirements are deemed to be more stringent. This is a FHWA funded contract with Equal Employment Opportunity (EEO) participation goals of 5.8% Minorities, 6.9% Women. There are no DBE/MBE/WBE/SDVOB goals for this project. This project will be constructed in accordance with the most current NYSDOT Standard Specifications. PLEASE NOTE THE FOLLOWING MANDATORY REQUIREMENT: For bids to be considered, the bidder must be registered with the NYSDOL prior to submitting a bid. Bids from unregistered Contractors shall be declared non-responsive. NOTE: Notice to Bidders and Bid Results are posted on the Suffolk County Web Site at https://suffolkcountyny.gov/Departments/Public-Works/Bids-and-Contracts/Construction-Bids. Bid Results will not be given out over the telephone. You are requested to access the County website for this information. If you are not in attendance at the bid opening, please be patient while we process and post the results. Results will typically be posted within 24 hours after the bid opening. Please note that all construction projects over $250,000 advertised after July 17, 2008 will be subject to OSHA 10 safety training requirements pursuant to Section 220-h of the NYS Labor Law. Please note that all construction contracts involving construction, reconstruction, improvement, rehabilitation, installation, alteration, renovation, demolition of, or otherwise providing for any building, facility or physical structure of any kind with a value in excess of $250,000 will be subject to Apprenticeship Training Program requirements pursuant to Article 23, Section 816b of the NYS Labor Law and Suffolk County Resolution No. 1866-2014, specifically requiring graduate of apprentice(s) in the trade(s) called for within the construction contract within specified time period preceding the bid date of project. The County of Suffolk, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.0 2000d to 2000d-4 and Title 49 Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statutes, as amended, issued pursuant to such Act, hereby notifies all who respond to the related solicitation, request for proposal or invitation to bid that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap and income status in consideration for an award.
