The City of Manhattan Beach (“City”) invites sealed proposals on the project described herein to be submitted via the City’s e-Procurement Portal, OpenGov. Proposals will be received until 11:00 am on Thursday, May 28, 2026.
The City is soliciting proposals to bidders to remove and replace the existing 10-foot-high galvanized PVC coated chain link fence along the perimeter of the Marine Ave Park Soccer Field (approx. 600 linear feet). The scope of work includes the removal and disposal of existing chain link fabric mesh, rails, braces, saw-cut post, vehicular gates, pedestrian doors, hardware, and all appurtenances. All signage and banners shall be salvaged, turned over to the City, and replaced. The contractor shall furnish and install new (aforementioned) materials in-kind unless noted otherwise in the plans and Part 10 Special Technical Provisions for the entire project. The existing steel posts are approximately 10 feet high and are to be saw-cut to an approximate height of 4 feet, and a new steel post fitted and slipped over the existing. The size of the existing posts vary from 2 to 3.5 inches in diameter. The diameter of the newly furnished posts shall be large enough to be slipped over the existing post that has been sawcut. Grout shall adequately fill the spacing between the posts and footings. Proposed framework shall include new top and bottom railings. As a substitute to a middle rail, the contractor shall install a PVC coated wire and tie it around each post at the middle height of the fence. Bracing/truss rods are to be installed at, but not limited, to all corners of the fence.
Three (3) pedestrian access doors are to be removed, disposed, and replaced with two (2) pedestrian access doors with hardware and lock and latch mechanisms. Two (2) existing vehicular access gates are to be removed, disposed, and replaced with two (2) new double drive swing gates with wheeled support with a lock at latch mechanism. Refer to project plans for locations and dimensions.
The Contractor shall furnish and install a new PVC fusion-bonded to zinc-coated steel wire chain link fabric 10 feet high, 1-inch mesh, 9-gauge finish, in the color of forest green (SSPWC – Section 206-6 Class 2), with twist top and twist bottom, galvanized before weaving. All fence components, railing, mesh, hardware, fitting, fasteners, etc., are to be included in pricing for the project.
This project shall adhere to the Greenbook Standard Specifications for Public Works Construction (SSPWC), California Building Code (CBC), and Standard Plans for Public Works Construction latest edition of each (see SSPWC section 206-6). Refer to project plans, Special Instructions, and Technical Provisions.

The Project includes, without limitation, furnishing all necessary labor, materials, equipment and other incidental and appurtenant Work necessary to satisfactorily complete the Project, as more specifically described in the Contract Documents. This Work will be performed in strict conformance with the Contract Documents, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of bids. Actual quantities of Work to be performed may vary at the discretion of the City Engineer. Time for completion of the Work is 80 total Working Days from the date specified in the Notice to Proceed to fulfill preconstruction requirements and order materials and to complete construction in every detail. Primary working hours shall be within the timeframe of 6:00 a.m. to 3:30 p.m., as described in General Provisions Section 10-8 Working Days and Hours.
