      6.1.1   Water Treatment Plant - Madbury (WTP-M)

      Estimated quantity:   50,000 gallons per year (bulk)

      Typical delivery: 2,000 to 4,000 gallons per order. Deliveries will require the use of a compressor.

      Product must be 25% sodium hydroxide (NaOH) (caustic soda) by weight. Must conform to AWWA Standard B501-19.

      All deliveries must be received between the hours of 7:30am and 2:00pm Monday through Friday.

      6.1.2 Peirce Island Wastewater Treatment Plant (WWTP-PI)

      Estimated quantity: 250,000 gallons per year (bulk)   

      Typical delivery: 2,000-gallons per order to an underground 4,300-gallon tank.

      Product must be 25% sodium hydroxide (NaOH) (caustic soda) by weight. Must conform to AWWA Standard B501-19.

      All deliveries must be received between the hours of 7:30am and 2:00pm, Monday through Friday.

      Typical delivery: Ten (10) 275-gallon totes. Delivery truck must be equipped with a hydraulic tailgate for ground delivery

    • Withdrawal of Bids

      Vendor is permitted to un-submit or withdraw a bid prior to the submission deadline through the e-Procurement portal.

    • Additional Work

      The City reserves the right to contract with the selected vendor for additional inventory, supplies, material, services or work.

    • Disqualification

      The City may, in its sole discretion, disqualify a bidder and reject the submitted bid or proposal for any of the following reasons:

        • More than one bid or proposal for the same work from an individual, firm, or corporation under the same or different name;
        • Evidence of collusion among bidders;
        • Failure to submit all required information requested in the bid specifications;
        • Lack of competency or of adequate machinery, plant or other equipment, as revealed by any submitted information or otherwise;
        • Uncompleted work which, in the judgment of the City, might hinder or prevent the prompt completion of work if awarded;
        • Failure to promptly supply materials or items under prior contracts;
        • Failure to pay, or satisfactorily settle, all bills due for labor and materials on former contracts;
        • Default or unsatisfactory performance on previous contracts; or
        • Such disqualification would be in the best interests of the City.

      6.3.1 Pease Wastewater Treatment Plant (WWTP-P)

      Estimated quantity: 10,000 gallons per year (bulk)

      Typical delivery: 2,000 gallons. Delivery truck/trailer requires a compressor. Delivered into a 3,150-gallon above-ground tank.

      Ammonium Hydroxide Solution (NH4OH) product specifications: Molecular weight:  35.06, specific gravity: 0.896 g/cm3, weight of solution: 7.47264 lbs/gal, weight of ammonia per gallon: 2.24 lb. NH3-N per gallon. Solution is 19% ammonia by weight. pH 11.6 SU @ 77 degrees F. Solubility in water: complete.

    • Familiarity with Laws

      Bidder is assumed to be familiar with all local ordinances and State and federal regulations and laws that may be applicable to the Scope of Work/Specifications and prepared to work in conformity with such requirements. If the Bidder discovers that any portion of the Scope of Work/Specifications are or may be in conflict with any legal requirements, Bidder shall submit a question to the City seeking correction or clarification.

    • Rejection and Acceptance

      The City of Portsmouth reserves the right to reject any or all bids, to waive technical or legal deficiencies of any bid, and to accept any bid that may be in the best interest of the City.

    • 25% Hydrofluorosilicic Acid (H2SIF6)

      6.5.1 Water Treatment Plant - Madbury (WTP-M)

      Estimated quantity:  4,000 gallons per year (15-gallon carboys)

      Typical delivery: Thirty-Six (36) 15-gallon carboys.  Delivery truck/trailer must have power tailgate. Empty carboys must be removed from site by vendor.

      Product must be 23% to 25% hydrofluorosilicic acid (H2SiF6) by weight. Must conform to AWWA Standard B703-19.

      All deliveries must be received between the hours of 7:30am and 2:00pm, Monday through Friday.

       

    • Representations of Bidders

      By submitting a bid, Vendor represents that:

        • Vendor has carefully reviewed the Specifications, Terms and Conditions and other requirements described in this Solicitation;
        • Vendor meets all licensing, certifications, or other qualifications described;
        • Vendor's products meet all specifications; and
        • Vendor has not engaged in collusion with other Bidders.
    • 97% Sodium Fluoride - Granular/Particulate

      6.6.1 Pease Water Treatment (WTP-P)

      Estimated quantity:  2,500 lbs. per year (50-pound bags)

      Typical delivery: 500 to 2,000 pounds per order, in 50-pound bags. Delivery truck must have power liftgate.

      Must conform to American Water Works Association (AWWA) Standard B-701 and be National Sanitary Foundation (NSF) Standard 60 Certified.

      All deliveries must be received between the hours of 7:30am and 2:00pm, Monday through Friday.

       

    • Liquid Poly-Ortho Phosphate Blend

      6.7.1 Madbury Water Treatment Plant (WTP-M)

      Estimated quantity: 8,000 gallons per year (bulk)

      Typical delivery: 1,000 gallons. The delivery vehicle shall have a compressor and be equipped to off-load to an at grade location as directed by WTP personnel.

      Product must be National Sanitary Foundation (NSF) Standard 60 certified and approved for use in potable water supplies.

      Product must be a true blend of Poly (Meta, Pyro, Tripoly) and Ortho phosphate. Shall have a minimum total phosphate (as PO4) percent by weight of 36%.  Shall have a minimum total active complex phosphate (Meta, Pyro, Poly, etc.) content of 18% (+1%) by weight.  Shall have a maximum total orthophosphate content of 18% (+1%) by weight. 

      Shall have a pH range between 1.0 and 7.0 and not have any injurious effect on personnel handling the phosphate. Shall have a specific gravity of between 1.3 and 1.4.  Shall have the capability to sequester iron and manganese over a broad temperature and pH range.  Shall be able to prevent deposition as well as remove existing scale deposits without causing any deleterious effects to the water supply system.  Shall provide effective corrosion inhibition without the presence of zinc on both ferrous and non-ferrous surfaces.  Shall be liquid and easily applied via existing diaphragm metering pumps.

      All deliveries must be received between the hours of 7:30am and 2:30pm, Monday through Friday.

       

    • Polyaluminum Chloride

      6.8.1 Water Treatment Plant (WTP-M)

      Estimated quantity: 65,000 gallons per year (bulk)

      Typical delivery: 5,000 gallons. Deliveries will be made in dedicated tank trucks used exclusively for the shipment of Polyaluminum Chloride. The delivery vehicle shall have a compressor and be equipped to off-load to an at grade location as directed by WTP personnel.

      Product must be PC-H180 manufactured by Holland Company or equal*. Product must conform with AWWA B408-18 standard for polyaluminum chloride and be National Sanitation Foundation Standard 60 certified.

      The manufacturer and all intermediate vendors, if any, taking custody of the product must have ANSI/NSF Standard 60 certification for product from the National Sanitation Foundation (NSF). Without proof of current certification accompanying the bid, the proposal shall be considered unresponsive. 

      Product must meet the following specifications: %AL2O3: 10.5 – 10.7, %Basicity: 69 - 72, and Specific Gravity: 1.26-1.27.

      Deliveries must be made between the hours of 7:30am and 2:00pm Monday through Friday.

       

      *PRE-QUALIFICATION:

      Bids will be accepted only from bidders who pre-qualified prior to the bid based on in plant testing. At this time PC-H180 as manufactured by Holland Company is the only pre-qualified product based on successful use at the treatment plant.

      In order to become pre-qualified vendors shall:

      1. Conduct bench scale jar testing on-site prior to full scale plant testing using jar test protocols while being observed by city lab personnel. Any product bench tested shall provide results equivalent to the PC-H180 to warrant further consideration of the product. Parameters tested must include turbidity, color, pH and TOC.
      2. Provide a sufficient amount of product in 275-gallon tote containers for full scale in plant testing at no charge to the city. The vendor shall also provide personnel and feed pumping equipment for the duration of the test at no charge to the city.
      3. Conduct two full- scale in plant tests. The first test, 14 consecutive days in length, shall be conducted during warm water temperatures in August. The second test, 14 consecutive days in length shall be conducted during cold water temperatures in February.
      4. The city reserves the right to discontinue either bench or full scale testing at any time. The city shall be the sole interpreter of the test results.

       

    • Aluminum Sulfate (Al2(SO4)3) (Alum) - Liquid

      6.9.1 Peirce Island Wastewater Treatment Plant (WWTP-PI)

      Estimated quantity: 70,000 gallons per year (bulk)

      Typical delivery: 4,000 gallons. Delivery truck/trailer requires a compressor. Delivered into two (2) 4,600 gallon above-ground tanks.

      Product must conform to AWWA Standard B403-24 and be NSF/ANSI 60 approved. Product must be 47 to 50% w/w solution and have a specific gravity between 1.28 and 1.35 at 20 degrees Celsius.

       

    • 38% Sodium Bisulfite (Split Deliveries)

      6.10.1 Peirce Island Wastewater Treatment Plant (WWTP-PI)

      Estimated quantity: 110,000 gallons per year (bulk*)

      Typical delivery: 4,000 gallons. Delivery truck/trailer requires a compressor. Delivered into a 10,000 gallon above-ground tank. A percentage of the delivery will be made to Pease Wastewater Treatment Plant as described below and the remainder to the Peirce Island WWTP.

      The City will not incur any additional costs for concentrations greater than 38%.

      All deliveries must be received between the hours of 7:30 am and noon, Monday through Friday.

      6.10.2 Pease Wastewater Treatment Plant (WWTP-P)

      Estimated quantity: 25,000 gallons per year (bulk*)

      Typical delivery: 1,000 gallons. Delivery truck/trailer requires a compressor. Delivered into a 1,300 gallon above-ground tank. After delivery to the Pease WWTP, the remainder is to be delivered to the Peirce Island WWTP as described above.

      The City will not incur any additional costs for concentrations greater than 38%.

      All deliveries must be received between the hours of 7:30 am and noon, Monday through Friday.

      In an emergency situation, it may be required that the vendor deliver only to the Pease Wastewater Treatment Plant. This is very unlikely and the City would agree to pay an additional cost not to exceed more than 10% of the bid price for this delivery.

      *Price for sodium bisulfite as described above will be based on 4,000 gallons full delivery; the first delivery will be to Pease WWTP to top off their tank and the remainder will be delivered to Peirce Island WWTP (2 different locations).

       

       

    • Sodium Permanganate

      6.11.1 Peirce Island Wastewater Treatment Plant (WWTP-PI)

      Estimated quantity: 7,150 gallons per year (275-gallon totes)

      Typical delivery: Two (2) 275-gallon totes. The delivery vehicle shall be equipped to off-load the tote containers to an at-grade location as directed by WWTP personnel.                                                      

      The NaMnO4 shall be manufactured by CARUS or equivalent and shall be free flowing. The product shall meet AWWA Standard B603-10 specifications and must be ANSI/NSF 60 certified.  Specific Gravity must be between 1.36 and 1.39. Technical service shall be available for on-site assistance during the term of the contract. Technical service is defined as expertise in chemical treatment.

      All deliveries must be received between the hours of 7:30am and 2:00pm Monday through Friday.        

      6.11.2 Pease Wastewater Treatment Plant (WWTP-P)

      Estimated quantity: 550 gallons per year (275-gallon totes)

      Typical delivery: One (1) 275-gallon tote. The delivery vehicle shall be equipped to off-load the tote containers to an at-grade location as directed by WWTP personnel.                                                      

      The NaMnO4 shall be manufactured by CARUS or equivalent and shall be free flowing. The product shall meet AWWA Standard B603-10 specifications and must be ANSI/NSF 60 certified.  Specific Gravity must be between 1.36 and 1.39.     • Powdered Activated Carbon

      6.12.1 Water Treatment Plant - Madbury (WTP-M)

      Estimated quantity: 1,800 pounds per year (900-pound bags)

      Typical delivery: One (1) 900 pound bag.

      Powdered activated carbon (PAC) shall meet the physical and performance requirements of AWWA B-600-24 Carbon Standard. The product shall be certified to ANSI-NSF Standard 61 with a maximum use level of 250 mg/l.  Its general surface area characteristics shall be 600 m2/g. The PAC shall be produced by steam activation of lignite coal under carefully controlled conditions.  It shall be finely ground to obtain a high degree of suspendability in water and to have a high capacity for adsorption of organics that cause taste and odor problems in water supplies.

      The PAC shall be packaged in 900-pound woven polypropylene bulk bags with plastic liners. Each 900-pound bag shall be on a standard size pallet and wrapped in plastic to protect it from weather during shipment.  Damaged pallets or unwrapped bags will not be accepted and replacement deliveries will be made within 72 hours.

      The delivery vehicle shall be equipped to off-load the nine hundred pound bags to a loading dock as directed by WTP personnel. All deliveries must be made between the hours of 7:30 am and 2:00 PM, Monday through Friday.

       

    • De-Watering Polymer

      6.13.1 Peirce Island Wastewater Treatment Plant (WWTP-PI)

      Estimated quantity: 9,900 gallons per year (275-gallon totes)

      Typical delivery: Three (3) 275-gallon totes. Delivery truck must be equipped with a hydraulic tailgate for ground delivery

      Product must be currently used by facility, or pre-qualified* by the Wastewater Operations Manager prior to bid opening.

      Polymer must be dispersion quality for use in dewatering wastewater sludge with an inclined screw press.

      Supplier must guarantee there will be no separation of the oil/polymer for a minimum of six months.

      All deliveries must be received between the hours of 7:30am and noon Monday through Friday.

      The City reserves the right to switch polymers during the fiscal year if performance is not satisfactory or operational needs change.

      6.13.2 Pease Wastewater Treatment Plant (WWTP-P)

      Estimated quantity: 1,375 gallons per year (275-gallon totes)

      Typical delivery: One (1) 275-gallon tote. Delivery truck must be equipped with a hydraulic tailgate for ground delivery.

      Product must be currently used by facility, or pre-qualified* by the Wastewater Operations Manager prior to bid opening.

      All deliveries must be received between the hours of 7:30am and noon Monday through Friday.

      The City reserves the right to switch polymers during the fiscal year if performance is not satisfactory or operational needs change.

      6.13.3 Madbury Water Treatment Plant (WTP-M)

      Estimated quantity: 1,375 gallons per year (275-gallon totes)

      Typical delivery: One (1) 275-gallon tote. Delivery truck must be equipped with a hydraulic tailgate for ground delivery.

      Product must be Praestol K110 or equal*. Product must be National Sanitary Foundation (NSF) Standard 60 certified.

      All deliveries must be received between the hours of 7:30am and 2:00pm Monday through Friday.

      *NOTE: Jar testing and/or full-scale testing prior to bid opening is required for any new polymer. Free trial (minimum of one 55 gallon drum for demonstration) must be supplied at least 2 weeks prior to the award of the bid. Award will be based on total cost per dry ton and percent capture rate.  New polymer must demonstrate the same or better performance than the current polymer in use. Determination of equal performance shall be made by the Wastewater Operations Manager with supporting documentation of the test results and product specifications. All unused trial chemicals and their containers must be removed from the test site, at no cost to the City, within 10 business days of a current trial or past trials.  Failure to remove trial chemicals and their containers may subject a vendor to disqualification.

       

    • Headworks Polymer

      6.14.1 Peirce Island Wastewater Treatment Plant (WWTP-PI)

      Estimated quantity: 12,000 gallons per year (275-gallon totes)

      Typical delivery: Four (4) 275-gallon totes. Delivery truck must be equipped with a hydraulic tailgate for ground delivery

      Product must have been successfully used for this purpose at the facility, or pre-qualified by the Wastewater Operations Manager prior to bid opening.

      The City reserves the right to switch polymers during the fiscal year if performance is not satisfactory or operational needs change.

      All deliveries must be received between the hours of 7:30am and 2:00pm Monday through Friday.

      *NOTE:  Jar testing prior to bid opening is required for any new polymer. Free trial 5 gallon bucket is required prior to bid award if low bidder supplies other than those listed.  Award will be based on total cost per dry ton and percent capture rate.  New polymer must demonstrate the same or better performance than the current polymer in use. Determination of equal performance shall be made by the Wastewater Operations Manager with supporting documentation of the test results and product specifications.

       

    • Sodium Chloride

      6.15.1 Peirce Island Wastewater Treatment Plant (WWTP-PI)

      Estimated quantity: 16,000 pounds per year (40-pound bags)

      Typical delivery: One (1) pallet of 40 bags. The delivery vehicle shall be equipped to provide the offloading on-site to ground surface.

      Sodium chloride shall be 95.5% pure salt for water softeners, shall be manufactured by Morton or equivalent, and must contain a rust inhibitor. The salt shall be manufactured by Morton or equivalent and must contain a rust inhibitor.

      All deliveries must be received between the hours of 7:30am and 12:00pm Monday through Friday.

      6.15.2 Pease Wastewater Treatment Plant (WWTP-P)

      Estimated quantity: 4,800 pounds per year (40-pound bags)

      Typical delivery: One (1) pallet of 40 bags. The delivery vehicle shall be equipped to provide the offloading on-site to ground surface.

    • Insurance Requirements

      Types of Insurance. Insurance shall be in such form as will protect the Contractor from claims and liabilities for damages for bodily injury, including accidental death, and for property damage, which may arise from operations under this award whether such operation by himself or by anyone directly or indirectly employed by Contractor. At a minimum, the Contractor shall purchase and maintain, during the term of the award, insurance of the limits and types specified below:

      Commercial General Liability--  Bodily injury or Property Damage -- $1,000,000/$2,000,000   (single limit/aggregate)

      Automobile and Truck Liability --   Bodily Injury or Property Damage -- $2,000,000    (combined single limit)

      Workers Compensation Insurance coverage for all people employed by the contractor to perform work.  This insurance shall, at a minimum, meet the minimum requirements of the most current laws of the State of New Hampshire.

      Coverage requirements may be satisfied by an excess/umbrella policy.

      Contractor shall obtain and maintain such pollution riders and additional policies as may be necessary to insure against risks specifically related to the transportation and delivery of chemicals.  Coverage for pollution related events should be a minimum of $1,000,000.00.

      Evidence of Insurance. As evidence of insurance coverage, the City may, in lieu of actual policies, accept official written statements from the insurance company certifying that all the insurance policies specified above are in force for the specified period.  The Contractor shall submit evidence of insurance to the City upon request.  Written notice shall be given to the City of Portsmouth, New Hampshire at least thirty (30) days prior to cancellation or non-renewal of such insurance coverage.

      Additional Insured. The City of Portsmouth shall be named as an additional insured:  City of Portsmouth, Attn: Legal Department, 1 Junkins Avenue, Portsmouth NH.

      The Contractor’s insurance shall be primary in the event of a loss.
