    Riverside Transit Agency (RTA) invites bids from qualified contractors to provide HVAC preventative maintenance services. To be considered for the award, bidders shall have at least five (5) years of relevant project experience and possess a state of California C-20 license. This is a prevailing wage project; therefore, the bidder and any of the bidder’s subcontractors must be registered with the State of California Department of Industrial Relations at the time of the bid submittal.RTA anticipates award of a firm-fixed priced contract for a one-year base term with four one-year option terms. RTA's election to extend beyond the “Initial Term” shall not diminish its right to terminate for convenience or default.Brand Name or Approved Equal – When a Offeror/Bidder intends to submit a response for an item other than that specifically named in the solicitation's scope of work, Offeror/Bidder shall submit its request for an approved equal. If submitting a request for an approved equal, Offeror/Bidder shall attach the make and model of the proposed items along with specification sheets in the Q&A section. All requests must be received before the Q&A deadline.Electronic Submissions Only – Proposals/Bids/Statements will only be accepted electronically via PlanetBids. No other form of submission will be accepted.Accept/Reject – RTA reserves the right to accept or reject any and all responses, or any item or part thereof; or to waive any informalities or irregularities in responses. RTA shall have the sole discretion to determine the most responsive and responsible offeror/bidder.Bid Bond – Each bid must be accompanied by a bid security in the form of a bid bond, a certified check, cashier’s check or treasurer’s check drawn on or issued by a responsible bank or trust company, made payable to ‘RIVERSIDE TRANSIT AGENCY’ in an amount no less than ten percent (10%) of the amount of the bid.Performance Bond – Performance Bonds of a surety company licensed and authorized to do business under the laws of the State of California and satisfactory to Riverside Transit Agency will be required of the successful Bidder/Offeror. Bidders/Offerors shall, before commencement of work, give a performance bond to Riverside Transit Agency at 100% of the total contract amount.Payment Bond – Payment Bonds (Material and Labor Bond) of a surety company licensed and authorized to do business under the laws of the State of California and satisfactory to RTA will be required of the successful Bidder/Offeror. Bidders/Offerors who are awarded public works contracts that exceeds $25,000 shall, before commencement of work, give a payment bond to Riverside Transit Agency at 100% of the total contract amount.Request for Clarifications – All requests for clarifications, questions, and comments must be received before the Q&A deadline. This project will be subject to monitoring and enforcement by DIR, including the obligation of awarded contractor to submit certified payroll directly to the DIR and RTA.Local Business Match - RTA may provide opportunity for a local match in the award of non-federally funded contracts. If a local business comes within 5% of the lowest bidder/offeror, the local vendor is given the opportunity to match the price of the lowest bidder/offeror, provided that price, quality, terms, delivery and service reputation are determined by RTA to be equal.
