Background

Constellation is a web-based application tool used to sustain the Tampa Urban Area's risk management program for critical infrastructure assessments.  The primary core capability is Intelligence and Information sharing and this product sustains the function of the critical infrastructure catalog preventing the loss of the capability.  The Tampa Police Department has been using the Constellation platform (formerly Digital Sandbox, Digital Sandbox 7 and Site Profiler) since 2003 supported by Urban Area Security Initiative (UASI) grant funds.  The Constellation platform is the chosen critical infrastructure and soft target cataloging platform of Region 4 by the Urban Area Working Group (UAWG), the governing body responsible for administering the UASI grant funds.  This system is used to sustain Tampa’s regional risk management program with a web-based asset management system.  The confidential information stored is used to provide security enhancements and emergency response in case of an act of terrorism.  The software is proprietary and trademarked to Secure Passage (formerly Digital Sandbox) who does not license to resellers.  No other company can provide the required software, environment and changes to the system.
