    Job Order Contracting for HVAC

    The City of Kingman, Arizona ("City) is soliciting competitive Statements of Qualifications (SOQs or RFQs) from qualified firms for A Job Order Contract (JOC) to provide annual HVAC services for the City of Kingman. Responses are due by 12:00 pm, Arizona time, on Tuesday, July 28, 2026. The City may reject any Response not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to reject any response when cancellation is in the best interest of the City.

    Qualified firms must have the ability to • Emergency HVAC repairs. Work SHALL begin per special terms and conditions A. Priority Level 1 (IT/Data Rooms, Emergency Operations (EOC), Police Station, Fire Stations, and Dispatch Center) • Preventative maintenance of HVAC systems • Replacement of rooftop units (RTUs), split systems, and package units • Installation of new HVAC equipment • Ductwork repair or replacement • Controls and thermostat upgrades • Air balancing and system commissioning • Refrigerant management and compliance • Energy efficiency improvements • Related electrical and mechanical work • Demolition and disposal of existing equipment

    The City of Kingman is a municipal governmental entity providing a full range of utility services, including water, wastewater, and solid waste. The City of Kingman also provides police and fire protection services, planning and zoning, building and life safety, tourism, economic development, municipal court, public transit, airport, recreation, golf, parks, pools, street maintenance, and various administrative support services.

      1. A detailed response to all requirements (as listed in Section 3. Response Instructions and Requirements).
      2. A sufficient description of the experience and knowledge base of the Respondent to show the Respondent's capabilities should be included with the Response. At a minimum, the description of the experience and knowledge base of the Respondent should include:
        1. A brief description of the history and mission of the Respondent, the length of time the Respondent has been in business, a description of the Respondent’s organizational culture and a description of the Respondent’s customer make-up;
        2. A statement of how long the Respondent has provided services similar to the Services requested herein;
        3. A general description of the Respondent’s experience and background in providing services similar to the Services requested herein;
        4. Any other relevant information about the experience and knowledge base of the Respondent which is deemed to be material; and,
        5. Disclosure of any past or pending litigation.
