    Leesport Borough Authority (Owner) is requesting Bids for the construction of the following Project:N. CANAL STREET SEWER MAIN UPGRADE 4614.030Bids for the construction of the Project will be received electronically via the PennBid Program by the Leesport Borough Authority until 11 a.m. local time, Thursday, April 16, 2026. After bid opening, a public notice will be issued via PennBid containing any available bid results. It should be noted that bid results are subject to further review and should not be construed as issuance of an award.The Project includes the following Work:The work generally includes all materials, labor, and equipment necessary for the full dig and replacement of 8" VCP gravity sewer main. The contractor will furnish the mainline 12" SDR35 PVC pipe, lateral pipe, and connection wyes. The extent of the Work is described in the Contract Documents, Drawings, and Specifications.Obtaining the Bidding DocumentsAll project documents are available at no cost via the PennBid Program (https://pennbid.bonfirehub.com). Minority and Woman Owned Business Enterprises of the Commonwealth’s Department of General Services database are encouraged to participate.Pre-bid ConferenceA mandatory pre-bid conference for the Project will be held on March 31, 2026 at 10:00 am at Leesport WWTP 10 East Wall Street, PA 19533. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.Instructions to Bidders.For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.Attention is called to the fact that prevailing minimum wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States.The Leesport Borough Authority hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
