Lower Alsace Township will accept Proposals for the 2026 Streets Project on July 21, 2026 at 10:00 a.m. Bids will be submitted and all project information will be accessed via PennBid, (www.pennbid.net).The project consists of furnishing all material, labor, equipment and appurtenances for variable depth milling, select base repair and overlay for section of Prospect Street and ADA curb ramp construction.The Proposal for the 2026 Streets Improvement Project shall be accompanied by cash, money order, a certified or cashier’s good faith check or a bond with corporate surety in the amount of at least 10% of the total Proposal. All Proposals shall be effective for sixty (60) days, and the project must be completed within ninety (90) calendar days of the Notice to Proceed.The successful bidder will be required to furnish Performance, Payment and Maintenance Bonds in the amount of 100% of the total contract amount, said bonds to be that of an approved surety company authorized to transact business in the Commonwealth of Pennsylvania. A Certificate of Insurance showing proof of liability insurance and worker’s compensation insurance must also be provided, as specified in the bid documents.Notice is given that the Work is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum rates as promulgated under provisions of said act must be paid by contractors in connection with performance of the necessary work.Proposed Bidders shall be PennDOT Prequalified per PennDOT Specifications (PennDOT Publication 408, Section 102.01).Escalator provisions relative to bituminous materials shall be in accordance with PennDOT Publication 408 Section 110.04, latest edition except as specified in the Township’s Resolution for price adjustment of bituminous material for small quantities.Lower Alsace Township reserves the right, which is understood and agreed to by all Bidders, to reject any and all Bids, and to accept any Bid which is deemed most favorable to Lower Alsace Township, at the time and under the circumstances stipulated. Lower Alsace Township also reserves its right, at its sole discretion, to waive any informality in the Bid, and to waive any omissions, errors, mistakes, defects or irregularities in any Bid.Lower Alsace Township hereby reserves the right, which is understood and agreed to by all bidders, to accept or reject any and all Bids or portions thereof and to delete projects and/or portions of projects based upon budget constraints.
