    INVITATION FOR PROPOSALSThe Montgomery County Housing Authority (MCHA) will receive sealed proposals electronically via the PennBid Program (https://pennbid.bonfirehub.com) for General Fund – Lawn and Landscaping Maintenance Services at Bright Hope Community, 467 West King Street, Pottstown, PA 19464; Golden Age Manor, 400 Walnut Street, Royersford, PA 19468; Robert P. Smith Towers, 501 East High Street, Pottstown, PA 19464; High Street Parking Lot, 451-453 East High Street, Pottstown, PA 19464; Marshall W. Lee Towers, One West Third Avenue, Conshohocken, PA 19428; Sidney Pollock House, 450 East High Street, Pottstown, PA 19464; and MCHA, Cherry Court, 104 West Main Street, Norristown, PA 19401, until 2:00 P.M. prevailing time on Thursday, February 19, 2026, at which time, the proposals will be publicly opened at Robert P. Smith Towers, 501 E. High Street, Pottstown, PA 19464. MCHA will only accept proposals submitted electronically via the PennBid Program.Proposal documents, including specifications and solicitation details are only available on PennBid starting Thursday, January 29, 2026.This Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, which provides that training, employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing.The successful firm will be required to furnish and pay for satisfactory Performance bond.Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.A non-mandatory Pre- Proposal Meeting is scheduled for 10:00 A.M. prevailing time on Monday, February 2, 2026, at Robert P. Smith Towers, 501 E. High Street, Pottstown, PA 19464.The Montgomery County Housing Authority reserves the right to reject any or all bids or to waive any informalities or irregularities in the bidding when, in the opinion of the MCHA, such rejections or waivers shall be to its interest or advantage.
