At that time the Bids received will be opened and made available to the public via the PennBid website.The Project includes the following Work:The scope for this Project generally includes CIPP lining of approximately 2260 Linear Feet of 8-inch with 75 sanitary sewer lateral reinstatement, and rehabilitation of approximately 8 manholes, and all associated materials, equipment, labor, and necessary apparatuses as contemplated by the Contract Documents. Bids are requested for a single prime Contract.Obtaining the Bidding DocumentsInformation and Bidding Documents for the Project can be found at the following designated website:https://pennbid.bonfirehub.com/Bidding Documents may be downloaded from the PennBid website. Prospective Bidders are urged to register with PennBid as a plan holder. PennBid will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the PennBid site. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.Pre-bid ConferenceNo pre-bid conference is scheduled for this Project.Instructions to Bidders.Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%.All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable.For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.Statutory Requirements.Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award.The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).The Owner reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Owner and to reject any or all proposals.
