    The City of Vista is soliciting proposals from qualified professional engineering firms (Consultant) to provide design surveying, geotechnical investigation, engineering design, permitting, and a complete set of design drawings, specifications, and cost estimates for a sewer capacity improvement project in the City of Vista. CIP 8394 is to upsize approximately 3900 feet of sewer located in North Santa Fe Avenue from East Drive to Washington Street.

      Demonstrated understanding of the project requirements, degree of creativity and innovation demonstrated with respect to the project approach and scope of work, and reasonableness of the schedule for the work and how the time has been allocated to specific tasks.

      Qualifications of project team staff members, key personnel’s level of involvement in performing related work, logic of project organization, and adequacy of labor commitment.

    • Knowledge of Local Wastewater Collection System (10 pts)

      Familiarity of City of Vista wastewater collection system.

    Q (Sewer Master Plan): Can the City provide a copy of the Sewer Master Plan for reference?

    A: The 2025 SMP is located on our website and can be found through this link: https://www.vista.gov/departments/engineering/construction-projects/sewer


    Q (Sample Work Product): The scoring criteria mentions "Quality of Work Product: Demonstrated technical ability based on relevance and quality of sample work product (10 points)". Will you please confirm you would like us to include a sample work product? If so, may this be placed in an appendix and not count towards the 25 page limit?

    A: The "sample work product" may be addressed through references and experience with similar projects. Any additional examples may be placed in the appendix.

    A: No, not required.


    Q (Undergrounding Project Information): Can the City provide as-built drawings or documentation for the undergrounding project in North Santa Fe Ave? Since no above ground electrical facilities are visible and Attachment B did not include specific electrical as-builts, we want to confirm that the underground utilities do not consist of large duct banks.

    A: We do not have as-built drawings for the electrical facilities at this time.


    Q (Proposal Due Date Extension): We have reviewed the as-built information and performed a site walk of the project. The existing site constraints are significant and we request that the proposal due date be extended by two weeks. The additional time will allow for more in depth evaluation of initial concepts and a more refined development of our proposal and appropriate level of effort.

    A: Taking the site constraints into account, we can extend the proposal due date to April 7.
