Notice of Intent to Sole Source - Police Department – Records Management System (RMS) and Computer Aided Dispatch (CAD) System

Notice is hereby given that the City of Homestead, intends to award a contract on a sole source basis for the procurement of a Police Department Records Management System (RMS) and Computer Aided Dispatch (CAD) System, including associated software licensing, implementation services, training, technical support, and maintenance.

The City intends to negotiate and award a contract to the following vendor(s):

• ForceMetrics
• Mark43

Description of Goods/Services

The vendor(s) listed above will provide an integrated law enforcement technology solution including, but not limited to:

• Records Management System (RMS)
• Computer Aided Dispatch (CAD)
• Mobile and in-vehicle functionality
• Reporting, analytics, and compliance tools
• Interfaces with state/federal systems
• Implementation, migration, training, and ongoing support

Basis for Sole Source
This procurement is being pursued as a sole source purchase due to the vendor’s unique ability to provide
a system that meets the City’s operational requirements and compatibility needs, including:
• Compatibility with the Police Department’s existing infrastructure and software environment
• Proprietary technology, integrations, or interfaces that are exclusive to the vendor
• Continuity of operations and avoidance of major system disruption
• Standardization of law enforcement data systems and reporting
• Ability to provide ongoing support, upgrades, and maintenance as the original manufacturer/provider

  Any person or firm that believes they can provide equivalent goods and services may submit a written statement of qualifications and supporting documentation demonstrating their ability to meet the City’s requirements.

  If no responsive submissions are received by the deadline, the City will proceed with the sole source award without further notice.

  This notice is issued in accordance with applicable procurement regulations and City Code.

  Respondents are responsible for all costs incurred in the preparation of this response. The City shall incur no obligation or liability whatsoever to any vendor or any third party by issuance of this request.
