    Notice is hereby given that the City of Homestead intends to award a contract on a sole source basis for the procurement of proprietary electric utility software licensing, software maintenance, technical support, software updates, implementation services, integration services, and related professional services supporting the City's existing electric utility software environment, including engineering analysis, geographic information system (GIS), field operations, outage management, and related utility applications.

      1.1. Scope of Work / Specifications

      Notice is hereby given that the City of Homestead intends to award a contract on a sole source basis for the procurement of proprietary electric utility software licensing, software maintenance, technical support, software updates, implementation services, integration services, and related professional services supporting the City's existing engineering analysis, geographic information system (GIS), field operations, outage management, and related electric utility software environment.

      The proposed Master Agreement will provide ongoing software licensing, manufacturer-issued software updates, maintenance, technical support, implementation assistance, professional services, software enhancements, and other related proprietary services necessary to maintain the continued operation, reliability, security, performance, and compatibility of the City's existing electric utility software systems.

      The City intends to negotiate and award a contract to the following vendor:

      • Milsoft Utility Solutions, Inc.

      Basis for Sole Source

      This procurement is being pursued as a sole source purchase because the City has determined that Milsoft Utility Solutions, Inc. is the only source capable of providing the proprietary software licensing, manufacturer-issued software updates, technical support, maintenance, implementation services, and related professional services necessary to support the City's existing electric utility software systems. Specifically:

      • Milsoft Utility Solutions, Inc. is the owner and manufacturer of the City's existing proprietary electric utility software applications.
      • Milsoft Utility Solutions, Inc. has exclusive authority to provide manufacturer-issued software licenses, updates, patches, maintenance, and technical support for its proprietary software.
      • The requested services are required to maintain compatibility with the City's existing electric utility software environment and supporting infrastructure.
      • Procuring these services from another source would require replacement of proprietary software, redevelopment of existing system integrations, data migration, user retraining, and could disrupt critical electric utility operations.
      • Milsoft Utility Solutions, Inc. is uniquely qualified to provide ongoing implementation services, software enhancements, technical support, and future software upgrades as the software owner and manufacturer.

      Any person or firm that believes it is capable of providing the proprietary software licensing, maintenance, technical support, software updates, implementation services, and related professional services described herein may submit a written statement of qualifications and supporting documentation demonstrating its ability to provide the required goods and services.
