    Notice is hereby given that the City of Homestead intends to award a contract on a sole source basis for the procurement of proprietary software licensing, software maintenance, technical support, software updates, implementation services, and related professional services supporting the City's existing Supervisory Control and Data Acquisition (SCADA), Energy Management System (EMS), and Advanced Distribution Management System (ADMS).

      1.1. Scope of Work/Specifications

      Notice is hereby given that the City of Homestead intends to award a contract on a sole source basis for the procurement of proprietary software licensing, software maintenance, technical support, software updates, implementation services, and related professional services supporting the City's existing Supervisory Control and Data Acquisition (SCADA), Energy Management System (EMS), and Advanced Distribution Management System (ADMS). The proposed Master Agreement will provide ongoing software licensing, manufacturer-issued software updates, maintenance, technical support, engineering services, implementation assistance, software enhancements, and other related proprietary services necessary to maintain the continued operation, reliability, security, and performance of the City's existing Monarch SCADA platform.

      The City intends to negotiate and award a contract to the following vendor:

      • Open Systems International, Inc. d/b/a AspenTech Digital Grid Management (Emerson)

      Basis for Sole Source

      This procurement is being pursued as a sole source purchase because the City believes Open Systems International, Inc. d/b/a AspenTech Digital Grid Management (Emerson) is the only source capable of providing the proprietary software licensing, manufacturer-issued software updates, technical support, maintenance, implementation services, and related professional services required to support the City's existing Monarch SCADA platform, including:

      1. Proprietary ownership of the City's existing Monarch SCADA, EMS, and ADMS software platform.
      2. Exclusive authority to provide manufacturer-issued software licensing, updates, patches, and maintenance.
      3. Compatibility with the City's existing operational technology environment and utility infrastructure.
      4. Continuity of operations and avoidance of disruption to critical electric utility services.
      5. Ability to provide ongoing technical support, engineering services, software enhancements, and future product upgrades as the software owner and manufacturer.
