    Description

    The City of Tucson is conducting a competitive ONE-STEP process to retain up to TEN (10) CONSULTANTS to provide professional consulting services for on-call bicycle and pedestrian planning, design, and engineering services for various infrastructure projects.  Individual projects not to exceed $1,000,000, however typical projects are under $500,000.  The term of this contract will be one year with two (2) two-year renewal options. However, services will be requested on an as-needed, if-needed basis and the resultant contract is neither exclusive nor a commitment by COT that the Consultant's services will be required. Each project will have a negotiated scope of work and a not-to-exceed fee amount, ensuring flexibility and efficiency in delivering bicycle and pedestrian infrastructure improvements.

    • FIRM EXPERIENCE ON SIMILAR PROJECTS (25 pts)

      The Consultant should describe the firm's experiences in dealing with the various aspects that will be involved with these services. Special attention will be paid to those with experience on City of Tucson engineering projects.

      • Identify the type and location of similar work performed which characterizes the work quality. List specific references that may be contacted.

      • How does the experience identified above relate to the services?

    • EXPERIENCE & QUALIFICATIONS OF THE DESIGN TEAM (25 pts)

      In this section, the Consultant shall discuss the key members of the Project Design Team and their qualifications and experiences. In particular, the Project Manager and Project Engineer that make up the Project Team should be mentioned. Special attention will be paid to team members with previous experience working together on projects.

      • Identify the project principal, project manager, key staff, and their qualifications and experience as they relate to these services.

      • Extent of principal involvement.

    • AVAILABLE RESOURCES (15 pts)

      The Consultant should describe the firm's current workload and its ability to complete these services in a timely manner. Special attention will be paid to present ongoing work with the City of Tucson, Pima County DOT, and ADOT (including executed contracts and contracts currently being negotiated).

      • Submit a specific Organizational Chart of personnel to be assigned to the services together with the specific project tasks that will be performed by the designated individuals.

    Q (Consultant/Subconsultant): Can a consultant firm submit as a prime and also be a subconsultant on another team?

    A: Yes, a consultant firm can submit as a prime and also be included as a subconsultant for another firm.

    A: Each group will be evaluated separately. It is possible for a firm to be selected for both groups.

    Q (Subconsultants): Item C.4 on page 9 of the RFQ indicates that the consultant shall not be required to include any subconsultant specialties on the project team at this time. Item D.6.G on page 11 indicates that the consultant must list any subcontractors to be utilized and provide details on respective qualifications. Shall we include info on subs or leave it out at this time?

    A: It is at the discretion of the Consultant to determine the makeup of the team, including subconsultants, to meet the requirements of the Scope of Work. Consultants are not required to include any subconsultant specialties as listed under C.4. Additional Work.

    A: Could the City please confirm whether SBE information is to be submitted on a per–task order basis, and that no additional information is required at this time beyond the Offer and Acceptance Form? Additionally, the RFP indicates that the submission should include only the Offer Form, all signed addenda, and the firm’s response. However, upon reviewing the other documents, it appears that the Lobbying Form (under Legal Documents and Specifications) and the Bidder’s List (under the FTA DBE Program Provisions) may also be required. Could you please clarify whether these items should be included in the submission? The Offer & Acceptance Page is the only form provided that must be included in your submission. The SBE, DBE, and FTA attachments were included for informational purposes only as these will be incorporated into the resulting contract. SBE or DBE goals will be assessed on a per-project basis, depending on the funding source being utilized, and any required forms will be requested when applicable.     A: Experience with water modification design is not required for this contract. Firms may include relevant experience if available, as it can be beneficial for projects requiring coordination with Tucson Water. However, lack of this experience will not negatively impact a firm’s evaluation or preclude a firm from being selected. Firms without this experience may also include a subconsultant with the appropriate expertise as part of their team.
