A: 1. There is not a page limit. 2. Resumes are not explicitly required; however, firms are strongly encouraged to include resumes of key personnel as part of their submittal to support their qualifications and experience.
Q (No subject): D.6.A. PREPARATION OF STATEMENT OF QUALIFICATIONS (Page 11/44) says, "All submittals shall be on the forms provided in this Request for Qualifications package. It is permissible to copy these forms as required." and D.7. Are there forms that must be used to respond to the Evaluation Criteria in RFQ Section F? There are no forms for the Statement of Qualifications requirement in the RFQ or as attachments to the solicitation. Is the reference to forms meant to be a reference to the Vendor Questionnaire upload field? o Is it up to consultants' discretion for how to respond to the evaluation criteria?
A: The Offer & Acceptance Page is the only form provided that must be included in your submission. There are no specific forms included in the Solicitation for a Cover Letter and Statement of Qualifications. Please respond to the evaluation criteria in a format at your discretion.
Q (No subject): Attachment B (260159 SBE Program Provisions, Page 3/12) says "In accordance with the Tucson Procurement Code Sections 28-48(2) and 28-150(4), all bidders must submit the City’s Subcontractors List and the Proposed SBE Plan and the Affidavit of Good Faith Efforts, if applicable, with their bid. Bidders must list (1) all SBE subcontractors regardless of contract value..." Additionally, G.8. SBE PROGRAM REQUIREMENTS states that DBE participation goal for this project will be evaluated during the negotiation phase prior to award. o Is the SUBCONTRACTORS LIST AND STATEMENT OF PROPOSED SBE PLAN required with RFQ response? If required, which section of the Vendor Questionnaire should it be uploaded to? o If required with RFQ response, is it acceptable to put N/A where all dollar amounts are required?
A: The SBE Program Provisions were included for informational purposes only as these will be incorporated into the resulting contract. SBE goals will be assessed on a per-project basis and any required forms will be requested when applicable.
Q (No subject): Attachment C (260159 FTA DBE Program Provisions On-call, Page 1/15) says "WITH YOUR SEALED BID, submit: 1.Each bidder/proposer MUST submit the Federal List of Subcontractors listing ALL subcontractors; and 2.Each bidder/proposer MUST submit a Bidders List for FTA Funded Projects form for the bidder and each proposed subcontractor listed on the Federal List of Subcontractors." Q (No subject):
A: Could the City please confirm whether SBE information is to be submitted on a per–task order basis, and that no additional information is required at this time beyond the Offer and Acceptance Form? Additionally, the RFP indicates that the submission should include only the Offer Form, all signed addenda, and the firm’s response. However, upon reviewing the other documents, it appears that the Lobbying Form (under Legal Documents and Specifications) and the Bidder’s List (under the FTA DBE Program Provisions) may also be required. Could you please clarify whether these items should be included in the submission? The Offer & Acceptance Page is the only form provided that must be included in your submission. The SBE, DBE, and FTA attachments were included for informational purposes only as these will be incorporated into the resulting contract. SBE or DBE goals will be assessed on a per-project basis, depending on the funding source being utilized, and any required forms will be requested when applicable. The FTA Lobbying Certification is not required to be submitted at this time.
Q (No subject): Section 2 asks for the consultant's experience with water modification design but this type of work is not included in the scope of work. Is this experience required for this contract?
A: Experience with water modification design is not required for this contract. Firms may include relevant experience if available, as it can be beneficial for projects requiring coordination with Tucson Water. However, lack of this experience will not negatively impact a firm’s evaluation or preclude a firm from being selected. Firms without this experience may also include a subconsultant with the appropriate expertise as part of their team.
