Papago Archery Range Operator

The City of Phoenix invites sealed offers for Papago Archery Range Operator for a three-year term, with two options to extend for one year each and one additional five-year option, for a total of 10 years commencing on or about September 1, 2026, in accordance with the specifications and provisions contained herein or the “Effective Date” which is upon award by City Council, conditioned upon signature and recording by the City Clerk’s department, as required by the Phoenix City Code, whichever is later.

Evaluation Criteria

• Qualifications and Experience (500 pts) —
  • Number of years including type/size of programs managed and operated. Offeror(s) must demonstrate the Minimum Qualifications of three (3) years in this section.
  • Experience with operating recreational facilities, events of an educational or athletic nature.
  • Specific staff qualifications and experience relevant to the Scope of Work.
  • A list of personnel and/or volunteers and their qualifications related to the Scope of Work.
  • Must be National Field Archery Association (NFAA) certified.
• Method of Approach (300 pts) —
  • Provide a detailed description on the approach your organization will take to provide recreational, educational services relevant to archery services to adults and youth.
  • Detail your organization’s ability to provide services to the community including program variety and expected number of individuals to be served.
  • Include a narrative outlining your organization’s approach to operating a successful recreational archery program.
  • Identify a timeline of services, classes schedules, etc. and include how long Operator will need to start operations if awarded.
  • Provide an example of Proposed Class Fee Schedule.
