    Description

    The City will be hiring engineering firms on an on-call basis to provide the design related services for these water and wastewater Capital Improvement planning and projects. The City will establish a list of consultants pre-qualified for design services. Projects will be assigned to firms from the based on the specific projects of interest identified by the consultant in the SOQ as well as the selection criteria included in Attachment C on a project-by-project basis as needs arise. There is no guarantee that a particular firm will be called upon to perform services during the life of the contract.

    Consultants may submit general statements of qualifications and/or qualifications for specific projects. The statement of qualifications submitted do not need to include all projects listed – only those for which the consultant wishes to provide design services.

    Evaluation Criteria

    • California Engineering License (15 pts)

      Firm is licensed to practice engineering in California, has no conflict of interest with regard to other work performed by the firm for the City, adheres to the instructions in the RFQ, included a statement accepting the standard consulting agreement and indemnity clause.


      Note: a zero score shall eliminate the consultant from further consideration.

    • Experience (20 pts)

      Consultant has experience directly related to the potential scope of services and has demonstrated successful performance on similar assignments for the City or other public agencies. 

    • Qualifications (20 pts)

      Consultant has qualified, quality personnel available to perform the scope of services. The firm has identified the key personnel that may be assigned to near-term projects and provided resumes for other representative staff to round out the team.

    • Quality (20 pts)

      Quality of the firm’s approach to providing on-call design services, and particularly their approach to specific near-term projects of interest to the consultant.

    • Previous Success Experience (15 pts)

      Consultant’s past successful experience with the City of Watsonville

    • Firm Readiness and Availability (10 pts)

      Demonstration that the current workload of the firm and representative personnel identified will not impact their ability to fulfill the requirements of services required for this contract. Firm location, readiness, and availability to perform services.

    Submission Requirements

    • Submittal Components

       

      This section contains instructions on how to prepare and submit a response to this solicitation. Proposals must be prepared simply and economically, providing a straightforward, concise description of the methodology and approach utilized to satisfy the requirements of this solicitation. Please restrict the proposal to a maximum of 15 pages single-sided with font no smaller than 10-point. The 15-page limit does not include cover letter or fee proposal. Full resumes of proposed staff may be included as an appendix to the proposal outside of the page count, if desired.

      a) Submittal Cover

      The submittal cover shall include the title, submittal due date, name, address, telephone number, and e-mail address of the principal contact.

      b) Table of Contents

      The table of contents shall be complete and clear, listing headings and pages to enable easy reference.

      c) Cover Letter

      The cover letter shall be brief. Any changes to the submittal format or deletions of requested material should be explained in the cover letter. Additional cover letter inclusions are the respondent’s primary contact (include address, e-mail address and telephone number), responsible for all queries made during the intake and processing of the response and the location of the office(s) housing individuals assigned to provide services.

      d) Statement of Understanding and Methodology

      The statement of understanding shall contain a written narrative that demonstrates the respondent’s understanding of the services required by the City. Highlight any specific projects from the list of potential projects that the consultant is interested in providing design related services for and why the consultant would be most qualified for that particular project or type of work.

      e) Experience with Performing Design Services for Water and Wastewater Municipalities

      The respondent shall describe their general qualifications and experience in providing water and wastewater infrastructure technical studies and design services to the City and other public agencies. Include specific examples of successful delivery of the proposed design services and how this will benefit the City. Specific experience shall include a list of at least three successfully completed projects for public agencies related to the relevant projects the consultant is interested in on Attachment A.   

      Describe the project, the construction contract amount, and the specific design services the respondent performed.  Project examples shall include the name(s) and telephone number(s) of the respondent’s project manager and the client’s project manager. The City may contact the references listed. 

      Respondents are encouraged though not required to include any other relevant experience the firm or its subconsultants may have in association with design services which may be beneficial for the projects listed in Attachment A including permitting assistance, environmental services, survey, State and/or Federal funding source application assistance, or any other services the respondent believes would be beneficial during project design. 

      f) Project Personnel

      This section should identify the lead contact person for City staff to contact for potential project services, the key personnel with primary responsibility to oversee work for the City, and other personnel with relevant experience who would round out the team. Understanding that it is difficult to promise specific staff for on-call work, the personnel presented may be representative. However, for specific near-term projects in Attachment A for which the respondent is interested in providing design services, the respondent is encouraged to list the lead staff member proposed for each project and a representative list of personnel to fill out each project team. A résumé for each professional person listed shall be submitted listing specific experience relevant to the Attachment A projects the firm is interested in and/or general water and wastewater related public works experience. The respondent is encouraged though not required to include firm resumes of any subconsultants they intend to use to round out the design services team either generally or project specific. 

      g) Organization Chart

      This section shall include an organization chart containing the names of all key personnel with titles and their specific task assignment. If the respondent has included any subconsultants in the project personnel section, please include them in the organization chart to identify what their role would be.
