    PERKASIE REGIONAL AUTHORITY WELL 7 TREATMENT CENTER CONTRACT NO. PRA 25-01PUBLIC NOTICE IS HEREBY GIVEN to all prospective bidders that the PERKASIE REGIONAL AUTHORITY will receive bids for the following project: PRA 25-01 WELL 7 TREATMENT CENTER. Sealed bids shall be submitted and updated online via the PennBid Program until 1:00 PM EST on August 31st, 2026, at which time they will be publicly opened and read. All documents and solicitation details are available any time at no cost at PennBid (https://pennbid.bonfirehub.com/).Contract PRA 25-01 includes the installation of a new GAC filtration system at the location of PRA Well #7, TMP 12-009-094. Contractor shall be responsible for providing all necessary erosion and sedimentation controls and will involve the restoration of roadway and lawn areas.A highly recommended pre-bid meeting will be held at 10:00 AM, local time August 12th, 2026, at the Perkasie Regional Authority Office Building. During this meeting, Bidders will be taken to the site.Bids must be submitted unconditionally. No bidder may withdraw bid within SIXTY (60) days after the scheduled closing time for receipt of bids.The Authority reserves the right to waive any informalities, or to reject any or all bids.All prospective bidders are hereby notified that the Contract will require contractors and subcontractors to comply with certain federal and state statutory and regulatory requirements, including, but not limited to, the following:• Notice is given that the project for which construction bids are being solicited hereby is a federally funded project constituting public works and is subject to applicable provisions of the Davis Bacon Wage Rate Act of March 3rd, 1931, p.l. 987, as amended and supplemented, and appropriate Davis Bacon Wage Rates as promulgated under provisions of said act must be paid by contractors in connection with performance of the necessary work.• This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.• Due to its being federally funded, this project falls under the Build America, Buy America Act. The Build America, Buy America Act requires that for federally funded projects, (1) all of the iron and steel used in the project are produced in the United States, (2) all manufactured products used in the project are produced in the United States, and (3) all construction materials used in the project are manufactured in the United States.”Mandatory Bonds and Guarantees – A certified check or bid bond in the amount of 10% of the total bid will be required. Bid guarantees, performance bonds, and payment bonds will be required in accordance with 40 C.F.R. §31.36(h). Bonds are required to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.
