    Description

    Portland Borough Authority (PBA) will receive sealed Bids online via the PennBid Program (http://pennbid.bonfirehub.com) for the following Contract located in Upper Mount Bethel Township, Northampton Co., PA.:Proposed Chain Link Fence and Gates for Tank#1, Control Building and Well No. 1 The Scope of Work under this contract includes furnishing and installing security fence around two areas located at PBA’s Tank No. 1 site located along National Park Drive. Fence Area 1 encloses Tank No. 1 and the Control Building. This proposed fence will tie into the existing fence around the reservoir and includes a twenty-foot-wide opening manual slide gate and a four-foot man gate. Approximate length for Fence Area 1 is 375 linear feet (not including gates). Fence area 2 encloses the Wellhouse and the Emergency Generator and includes a twenty-foot-wide opening swing gate and a four-foot man gate. Approximate length for Fence Area 2 is 180 linear feet (not including gates).Bid proposals will be received online until 9:00 AM local prevailing time on Monday, August 17, 2026, via the PennBid Program (http://pennbid.bonfirehub.com). Bids will be opened online via PennBID at that time over PennBID. The bid results will be reviewed at the PBA Board meeting on Monday, August 17, 2026.Bidding Documents may be viewed and ordered online by registering with PennBid. All Bidding Documents are available at no cost at http://pennbid.bonfirehub.com. Bidder must have the experience and qualifications necessary to perform this work. The Successful bidder is responsible for the PennBid fee. Documents will be available July 27, 2026.Bid security shall be submitted with each bid, in form of a certified check or bank draft, payable to the order of the Portland Borough Authority, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, or cash, in an amount equal to 10 percent (10%) of the total amount bid. If providing a Bid Bond, Bidders shall upload a scanned copy of a fully executed bond as part of the online sealed bid submission. After the Bid Opening and upon request by the Owner, Bidder(s) shall provide an original hard copy of the Bid Bond. If providing security in the form of a certified check, cash or bank money order, security must be delivered to the Owner prior to the Bid Opening date and time. Attention is called to the fact that a Non-Collusion Affidavit is required to be submitted as part of each bid.The successful Bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in the amount of not less than one hundred percent (100%) of the awarded contract amount. An acceptable surety company is anyone included in the latest of the U.S. Treasury Department Circular 570 listings and authorized by the PA Department of insurance to do business in Pennsylvania.PA Dept. of Labor and Industry Prevailing Wages Rates and standards will apply to this Contract. The successful bidder shall be required to certify to nondiscrimination in hiring practices and to submit evidence of insurance coverage in accordance with the specifications.Bids may be held by the PBA for up to 45 days from the date of the Bid Opening for the purpose of reviewing the bids and investigating the qualifications of bidders before making a decision.The Portland Borough Authority reserves the right to waive any defects, errors, omissions, irregularities or informalities in a bid or the bidding procedure, and to accept any bid which it may deem to be for or in the best interest of the Authority, and to reject any or all proposals.
